The San Juan Record, a weekly newspaper of general circulation
published at Monticello, Utah every Wednesday; that notice of public
comment, was published in the regular and entire issue of each number
of said newspapers for one issue, November 28, 2018. Said notice was

Modification
Utah Groundwater Permit No.
UGW370004
The Director of the Division of Waste
Management and Radiation Control is
eeeking public comment on a request
from Energy Fuels Resources to modify
the Groundwater Discharge Permit (Per-
mit No. UGW370004) for the White Mesa
Uranium Mill located in Blanding, Utah.
This modification includes:
1. Ghanges to select groundwater com-
pliance limits; 2. The addition of dissolved
oxygen to field monitoring requirements;
3. A change regarding seeps and springs
monitoring frequency to allow for 4th quar-
ter monitoring, and; 4. A clarification of the
due date for the slimes drain compliance
plan. The action modifies the groundwater„
permit issued effective January 19, 2018.
The action does not alter the effective or
expiration dates of the groundwater per-
mit. A draft permit has been prepared.
The public comment period to receive
comments on the groundwater permit
modification will commence on Novem-
ber 28, 2018 and end on December 28,
2018., A public hearing has been sched-
uled at 6:00 RM. to 8:00 P.M. on Monday,
December 17, 2018 at the Blanding Arts
and Events Center Auditorium, Utah State
University Eastern, 715 West 200 South,
Blanding, Utah.

Written comments will be accepted if
received by 5:00 p.m. on Friday, Decem-
ber 28, 2018 and should be submitted to
the address below. Comments can also
be hand delivered to the Division address
above and must be received by 5:00 p.m.
on Friday, December 28, 2018.

Under Utah Code' Section 19-1-301.5,
a person who wishes to challenge a Per-
mit Order may only raise an issue or argu-
ment during an adjudicatory proceeding
that was raised during the public comment
period and was supported with sufficient
information or documentation to enable
the Director to fulVOonsider the substance
and significance of the issue.
