Dear Ms. Weinel: On August 7 and 8, 2018, an inspection was conducted at your facility by representatives of the Division of Waste Management and Radiation Control. Observations from the inspection were discussed at the closeout meeting with White Mesa Uranium Mill staff. The inspection was an examination of the activities conducted at your facility as they relate to compliance with Utah’s Radiation Control Rules, the license conditions of the RML No. UT1900479 and federal regulations. The inspection consisted of an examination of representative records, interviews of personnel and observations by the inspector. Enclosed is the inspection report. The Division considers this inspection closed and would like to thank the Mill

During the opening meeting, the inspectors discussed the inspection items for the inspection. The Mill was
in operation during the insp€ction processing alternate feeds through the grizzly and the altemate feed
circuit. The Mill staffreminded the inspector of the safefy requirements for the Mill.
Insoection Summary
The inspection consisted of:. Observing radiological postings around the Mill;o Observing Mill personnel perform exit surveys:o Reviewing documentation ofio Weekly Alpha surveys;o Daily Efficiency meter checks; and. Taking dose rate and contamination measurements around the Mill.

The following discussion provides more detail of each inspection items.
Item 1. Radiological Postings:
Observations: During the Mill Tour the inspector observed the following posted areas:
The Inspector also collecled large area svr ipe samples in four areas within the restricted area.
Deficiencies: While checking the postings along the perimeter fencing, the Inspector noticed several signs
that were missing. The RSO committed to replace these postings. The lnspector will verifu this was
completed during the next inspection.
Item 2. f,xit Surveys: The Inspector observed employees survey themselves out ofthe restricted area and
checked the alpha meter used.
Observationsl The Mill uses Alpha scintillators for exit surveys. The Inspector checked the seftings ofthe
survey instruments and found that they were set properly. Meters are calibrated every 6 months. The
inspector also reviewed the Daily Efficiency check form and found no deficiencies. TheMill personnel that
were observed prerforming exit surveys, did the surveys appropriately.

Deficiencies: None. The deficiency identified fiom the previous year on this inspection had been
corrected.
Item 3. Radiological Surveys and Monitoring: The Inspector reviewed the weekly surveys done around
the Mill.
Observations: The inspector reviewed the radiological monitoring documentation performed at the Mill
site. The documentation indicated that:o All areas ofthe Mill are being survey for radiological conditions;. Surv€ys indicate that the Mill is being maintained within regulatory radiological parameters. Documentation is legible, complete and using appropriate units; ando "Clean" areas are being maintained.
The inspector also looked at dosimeter usage. The inspector observed:o Mill personnel were properly wearing their dosimeters on the torso ofthe their bodies;. Dosimetery was being properly stored in the locker room and administration building; ando Each employee is assigned a dosimeter.
