Re: State of Utah Groundwater Discharge Permit ("GWDP") No. UGW370004 Request to Revise
Groundwater Quality Assurance Plan ("QAP")
Dear Mr. Anderson:
Energy Fuels Resources (USA) Inc. ("EFRI") is requesting the addition of an analytical method to Groundwater
Quality Assurance Plan ("QAP"), Revision 7.3 dated August 15, 2017.
EFRI is requesting the addition of Environmental Protection Agency ("EPA") Method 903.0 Alpha-Emitting
Radium Isotopes in Drinking Water as an option for the analysis of Gross Alpha in groundwater samples
collected at the White Mesa Mill (the "Mill").
EFRI believes the addition of this Method will have minimum impacts on the Mill data for the following
reasons. Method 903.0 will provide data comparable to EPA Method 900.1 currently in use as both report alpha
emitting radium isotopes. Both of these EPA methods are published in Prescribed Procedures for Measurement
of Radioactivity in Drinking Water EPA Document 600/4-80-032 and are therefore both EPA-approved and
accepted methodologies. This method change is being requested to provide the analytical laboratory more
flexibility due to updated technology and method improvements. In addition, Method 903.0 may assist in
addressing issues due to the dissolved solids content in the Mill groundwater samples. Lastly, the Method
change will not have any change on the Reporting Limits specified in the QAP.
For ease of review we have provided both redline and clean versions of the QAP page affected by this change.
If you should have any questions regarding this plan please contact me.
Yours veryecly,
ENERGY FUELS RESOURCES (USA) INC.

1. The Analytical Laboratory will be required to meet the reporting limits ("RLs") in the foregoing Table, unless the
RL must be increased due to sample matrix interference (i.e., due to dilution gain), in which case the increased RL
will be used, or unless otherwise approved by the Director.
