DATE:December 1,2016 SUBJECT: Inspection of Construction of Primary Radon Barrier Radioactive Materials License UT 1900479 (License) (EFR) White Mesa Mill, Blanding, Utah. on Tailings Disposal Cell 2. - Energy Fuels Resources (USA) Inc On November 10, 2016, I traveled to the White Mesa Mill to perforin multiple inspections, including an inspection of placement and compaction of the primary Radon barrier on Tailings Disposal Cell 2, on behalf of the Utah Division of Waste Management and Radiation Control (DWMRC). The construction reflects the as-yet unapproved requirements of Reclamation Plan 5.1. I checked in at the White Mesa Mill at 2:00 PM on November 10, 2016, and asked to see David Turk, Site Manager for Environmental Health and Safety. Mr. Turk assigned Mr. Steve Hancock to accompany me on this inspection. When I arrived at Cell 2, the work crews were already at work. The work crew consists of a manager (Steve Hancock), a construction superintendent, two bulldozers with operators (one each in the borrow area and one in the fill area), a loader with operator (in the borrow area), a sheepsfoot roller with operator, a grader with operator, and three off-road haul trucks and a water truck with operators (all working the fill areas). Crews were placing the first one-foot lift of Radon barrier on the platform fill. I requested and received copies of field density reports and laboratory gradation and moisture-density relationship curves for the work completed the week prior to my visit. Review of the test results reveal that compaction standards are being met in each work area prior to advancing to the next. DCopies of test reports appear as an attachment to this Memo. I walked the areas of Cell 2 that had received primary Radon barrier fill since my last visit, i.e., areas east of the slimes drain port. I observed the results of placement, conditioning and compaction of the fill, noting that the surface was unyielding beneath the half-inch or so of loose material shed from the compactor's cleats. Finding: EFR appears to have followed applicable provisions of Reclamation Plan 5.1 in constructing the portions of the cover system installed to date.
