Dear Ms. Weinel:
The Division of Waste Management and Radiation Control has completed its review of the Energy Fuels
Resources (USA) Inc. December 9,2015 document titled Source Assessment Reportfor MI4r4l White
Mesa Uranium Mtl/ (SAR). The SAR includes assessment of selenium, sulfate, TDS and pH in
monitoring well MW-31.
Based on review of the SAR, there appears to be no clear indication that mill tailings solution is causing
the parameter exceedances and increasing concentration trends in monitoring well MW-31. This is
based on the Division's review of site data, related groundwater studies, and the SAR. Therefore, the
Division agrees that review of monitoring well MW-31 data and modification of the GWCLs for
selenium, sulfate, TDS and pH is appropriate.
Based on review of the SAR section regarding proposed modifications to the GWCLs and statistical
analysis of the data and a telephone conference with Division representatives and EFR representatives
on February 11,2016, it was agreed that the GWCLs will be modified in the White Mesa Uranium Mill
Ground Water Permit as summarized on the table below.
