Dear Ms. Tischler:
On March 1, 2013, the Utah Division of Radiation Control (DRC) received the 4^^ Quarter, 2012
DMT Performance Standards Monitoring Report and Cell 4A and Cell 4B BAT Performance
Standards Monitoring Report (dated February 28, 2013) for the EFR White Mesa Mill near
Blanding, Utah. This letter summarizes the outcome of our staff review of the Report. The DRC
findings were as follows:
1. On December 20, 2012, workers maintaining pipe drops on the tailings piping system tore
a portion of the Cell 4A liner in three places. The fluid level in the pond was well below
the tears. Crews repaired the tears on December 20, 2012. Tlie DRC has reviewed the
repair report, including photographs and vacuum box test data. On March 7, 2013, DRC
staff viewed the repair results in the field. The desktop and field review activities revealed
no indication of defective repair.
2. In all other respects it appears EFR complied with applicable standards as detailed in the
DMT and BAT Plans.

Inasmuch as no open issues remain, the DRC considers the review of the 4^" Quarter, 2012 EFR
DMT Performance Standards Monitoring Report and the Cell 4A and Cell 4B BAT Performance
Standards Monitoring Report closed.
