(EFR) White Mesa Mill, Blandmg, Utah; Approval
On August 27, 2012 the Utah Division of Radiation Control (DRC) received the quarterly
Discharge Minimization Technology Performance Standards Monitoring Report for the 2"*^
Quarter of 2012 for the White Mesa Mill (DMT Report). As required in the DRC Confirmatory
Action Letter dated September 22, 2010, this report included a report of Cell 1 flexible membrane
liner repair activities.
The DRC reviewed the liner repair report against the requirements of the mill's Liner Repair
Provisions, Revision 1, dated October 18, 2009, and against the repair plan put in place and
amended in the DRC Confirmatory Action Letter of September 22, 2010, Based upon this review,
the report appears to satisfy all reporting requirements for the liner repair. The repair report,
therefore, is hereby approved.
Methods, materials and test results indicate a successfial installation of the repaired liner; however,
a true test of the repaired flexible membrane liner will occur when the fluid level in the cell
reaches maximum operating level. The DRC will maintain an open file for the Cell 1 liner repair
until the design maximum operating fluid level is held for 30 days and monitoring ofthe leak
detection system yields results supporting a finding of successfiil repair. Routine leak detection
system monitoring, as presented in the quarterly DMT Report will suffice as a reporting tool,
along with noting the date that the fluid level reached design maximum.
