On July 5, 2012, the Utah Division of Radiation Control (DRC) received a revised Discharge Minimization
Technology Momtonng Plan (DMT) and Tailings Management System Procedure (TMS) as captioned
above The transmittal letter for the DMT and TMS documents bears the date July 2, 2012 These
documents pertain to the Demson Mines (USA) Corp (DUSA) White Mesa Mill near Blanding, Utah,
answenng to pomons of the Ground Water Permit UG370004 (GWDP) and Radioactive Materials License
UT1900479 (RML) This letter summarizes the outcome of our staff review of the Report The DRC
findings were as follows
1 The revisions to the DMT and TMS meet the intent of commitments detailed m the Confirmatory
Action Letter dated May 30, 2012 Specifically, monitonng and reporting of the leak detection
systems for Cells 1, 2 and 3 now appear in the DMT Plan alongside parallel requirements for Cells
4A and 4B Appropnate cross reference now appears between the documents to aid in
implementing these momtonng and reporting protocols
2 Part 4 4 of the DMT meets the expectations of Comment 21 as contained m the DRC Comment
Letter dated January 19, 2012 Once the DRC receives engineenng plans for the concrete pad
identified in the new Section 4 4, the DRC may require additional revision to Section 4 4 of the
DMT Specifically, the DMT now includes monitonng, reporting and repair protocols for a
proposed concrete pad that DUSA will place beneath the ammomum sulfate tank, upon DRC
approval of engineering plans, to capture ammonium sulfate releases and prevent contamination of
ground water below

3 Review of the engineenng design anticipated in Item 2 above may reveal issues that require
amendment of Part 4 4 ofthe DMT as proposed The DRC reserves the option to require such
changes, if any, as it finds pmdent following review of engineenng plans for the pad
Approval
The DMT and TMS documents are approved as proposed, with the understanding that the DRC may
impose additional revision requirements deemed necessary followmg review ofthe ammomum sulfate pad,
identified m Part 4 4 ofthe DMT
