Reports for the Denison Mines (USA) Corp White Mesa Uranium Mill near Blandmg Utah This IS a revievv of the 2010 Annual Tailings Cells Wastewater Sampling Report (hereafter Report ) for the Deds^ison Mines (USA) Corp (hereafter DUSA ) White Mesa Uranium Mill near Blanding Utah (hereafter Mill ) For the review of the 2010 Report the following enforcement documents will be use • White Mesa Uramum Mill Ground Water Quality Assurance Plan (hereafter QAP ) Revision 6 0 dated March 22 2010 • Groundwater Discharge Permit No UGW370004 (hereafter Permit ) Permit version that was signed by on January 20 2010 • Tailmgs and Slimes Drain Sampling Program (hereafter Plan ) dated November 20 2008 The review for the Report will be 1) Summary of Compliance and Comments on Cell 2 slimes drain and LDS Summary of DUSA Non compliance with the Follow Requirements of the Plan Compansons between DRC sample Cell 1 and DUSA sample Cell 1 analytical results are summanzed m Table 6 m Attachment 1 below To determine if samples results between two samples from two different laboratones are comparable a relative percent difference (hereafter RPD ) of 30% is acceptable (DRC 2007) The RPD compansons between 711 1174 Fluonde 609 28 4 182 2 The purpose for the DRC to conduct split sampling of the tailmgs wastewater is to inventory contaminants m the wastewater to identify contaminants to be monitored m the monitonng wells DRC staff feels these RPD exceedances are not a real concem and it is reasonable to compare the analytical results between the two samples It appears that DUSA was m compliance with the QAP Permit and Plan which included sampling locations sample collection methodology analyzed for required parameters reportmg and ofthe QA/QC requirements with exception of the two requirements below 1 Section 9 1 4(a) of the QAP requires RPDs will be calculated in camparisons of duplicate and original fleld sample results Non conformance will exist when the RPD >20% Dunng the 2010 waste water sampling event only the duplicate sample for chlonde exceeded the 20% RPD (26 7% see Table 5 in Attachment 5) The purpose for annual monitonng the wastewater at the Mill is to inventory the contaminants and their concentrations to determine contaminants that will be required for analyze in the compliance groundwater monitonng wells Therefore even though duplicate sample shows that chlonde exceeds the RPD of 20% the purpose for aimual momtonng the wastewater m Cell 1 was accomplished and no enforcement is recommended It was observed in the 2010 Report contrary to the requirements to Section 5 of the Plan and Section 8 2 of the QAP DUSA failed to meet the minimum detection limit for mercury in the Cell 2 shmes drain Cell 3 tailings Waste Water Cell 4A tailings liquid and the Cell 2 slimes drain duplicate The mercury GWQS is 2 |ig/L and the reported laboratory detection limit was < 4 jLig/L DUSA explained in Section 3 3 5 ofthe 2010 Report In all but 4 cases the reported value for the analyte was higher than the increased detection limit The 4 cases involve the mercury results for the Cell 2 slimes drain Cell 3 tailings liquid Cell 4A tailings liquid and the Cell 2 shmes drain duplicate In all 4 of those samples the mercury results were reported as nondetect at 4 0 fig/L due to sample dilutions which were necessary due to high concentrations of other metals in the samples The permit requires a reporting limit less than the Groundwater Quality Standard ("GWQS )of20 fxg/L The Page 3 , laboratory inadvertently reported the mercury data from the diluted analysis and did not reanalyze the sample at a lower dilution and report the mercury from the lower dilution as required by Denison protocols To prevent recurrence of this issue for future sampling events the metals data will be reviewed shortly after receipt to allow reanalysis of samples within holding time if necessary Because DUSA has an acceptable plan of action to resolve this noncomformence with Section 5 of the Plan and Section 8 2 of the QAP it is recommended that there should be no enforcement action taken at this time Comments on Cell 2 shmes drain and LDS Based on the chemistry of the fluid from Cell 2 LDS it appears that the source of these fluids are not from the wastewater fluids from Cell 2 Cunently the DUSA License Condition 11 3 is being modified to include a pump and transducer system to remove fluid from all the tailings cells leak detection systems Tetrahydrofuran (hereafter "THF") Concentrations in Tailings Wastewater The tailmgs waste water sample from tailings Cell 4A LDS had a THF concentration of 158 |ig/L and Cell 2 LDS had a THF concentration of 6 13 |ig/L Histoncally THF concentrations were detected in the tailings cell waste water for m Cell 1 and 3 in 2007 both at 150 |ig/L in the shmes dram for Cell 2 in 2008 at 15 ^g/L and Cell 4A m 2009 at 140 |Lig/L Therefore THF is a contaminant that must continue to be analyzed in every annual
