Inspection Summarv
Inspection Module EM-01 was performed by review of the White Mesa Mill Semi-Annual Effluent
Monitoring Report for Reporting Period January 1, 2010 through June 30, 2010 which was received by
the DRC on September 1, 2010.
The inspection evaluated adherence to the Mill's procedures and compared the effluent monitoring
results with 10CFR20 limits, Utah Rules and Regulatory Guide 4.14 recommendations.
Findings
Section 5, Stack Sampling, of the Report states: "The yellowcake drying and packaging areas operated
only sporadically during the last month (June) of 2010. Due to operational problems in the upstream
parts of the Mill process throughout most of the second quarter of 2010, the yellowcake thickener
product was not of sufficient quality to feed the drying and packaging operations until late May or early
June. Yellowcake drying and packaging operations did not resume until early June and the yellowcake
dryer and packaging area baghouses did not reach steady state as required for stack sampling until mid-
June, 2010. The Mill made an extra attempt to develop stack data for the 2nd quarter by scheduling stack
sampling on June 22 through 24. Samples were collected and shipped to the analytical laboratory by the
stack sampling contractor on those dates. Due to the operational circumstances that resulted in samples
being collected late in the quarter, the analytical laboratory was unable to deliver analytical results at the
time of this report. Analytical data and 2nd quarter 2010 results for Table 8, below, will be provided in a
separate addendum to this report after the Mill receives the stack testing contractor's report and
analytical data."

The Mill's 2"" Half 2009 Effluent Monitoring Report included a similar problem of the licensee's failure
to report all of the required stack sampling results. This was due to an error on the part of the stack
sampling contractor. In this case, however, the delay in reporting the 2"*^ quarter results are due to
operational circumstances. I will include, in my letter to Denison, a deadline of October 31, 2010 for the
licensee to submit the remaining data.
All other aspects of the Report are compliant with applicable requirements.
There are no deficiencies associated with the Semi-Annual Effluent Monitoring Report for the Reporting
Period January 1, 2010 through June 30, 2010 provided the Mill responds to the request in a timely
manner and the results show compliance with all applicable requirements.
