RE: Semi-Annual Effluent Monitoring Report for the period January 1, 2010 through June 30,
2010, DRC Inspection Module EM-01, RML UTI900479.
Dear Ms. Tischler,
An inspection was performed of the Semi-Annual Effluent Monitoring Report (Report) for the
White Mesa Mill in Blanding, Utah by representatives of the Division of Radiation Control
(DRC). The inspection was an examination of the effluent monitoring conducted at your facility
as it relates to compliance with the Utah Radiation Control Rules and the conditions of the license.
The inspection consisted of examination of the Semi-Annual Effluent Monitoring Report for the
period January 1, 2010 through June 30, 2010.
During this inspection, one finding was observed that needs to be addressed by the licensee in
order to remain compliant with Utah Rules. Section 5 of the Report, Stack Sampling, states: "Due
to the operational circumstances that resulted in samples being collected late in the [2".''] quarter,
the analytical laboratory was unable to deliver analytical results at the time of this report.
Analytical data and 2nd quarter 2010 results for Table 8, below, will be provided, in a separate
addendum to this report after the Mill receives the stack testing contractor's report and analytical
data."
The Mill's 2"'* Half 2009 Effluent Monitoring Report included a similar problem with the
licensee's failure to report all of the required stack sampling results. This was due to an error on
the part of the stack sampling contractor. In this case, however, the delay in reporting the 2*"^
quarter results is due to operational circumstances.
In order to close the inspection, the DRC requests that Denison Mines (USA) Corp. submit an
addendum to the Report, including the results of the 2"^* quarter samples, by October 31, 2010. All
other aspects of the Report are compliant with applicable requirements.

There are no deficiencies associated with the Semi-Annual Effluent Monitoring Report for the
Reporting Period January 1, 2010 through June 30, 2010 provided the Mill responds to the request
in a timely manner and the results show compliance with all applicable requirements.
Please continue to remember that compliance with these requirements, as well as all aspects of
radiation safety, is the responsibility of the licensee. Thank you for your cooperation in this
matter.
