During the opening meeting, the inspector discussed the inspection items and documentation to be reviewed
during the inspection. The yellowcake precipitation and dryer and the solvent extraction portions of Mill
were operating during this inspection processing yellowcake but the rest of the Mill was not operating and
maintenance activities were being performed. The Mill staff reminded the inspectors of the safety
requirements for the Mill.

Inspection Summarv
Item 1. Document Review- License Condition I 1.6 of the Mill's RML requires the Mill to perform an
annual ALARA audit of the radiation safety program as per NRC Regulatory Guide 8.31. The 2016
ALARA Audit took place in April of 2017. ThJinspector reviewed the r"po.t of that audit. The ALARA
report is not required to be submitted to the DWMRC, therefore, it is reviewed by DWMRC Staff at theMillwhen requested.
Observations: The DWMRC inspector observed:
ALARA Reporto The Mill followed the outline in NRC Regulatory Guide 8.31, Section2.3.3 Radiation protection
and ALARA Audit for the ALARA Report; ando The ALARA report contained information on each subject of the outline;r The tables and graphs gave general information on the radiological conditions observed at the Mill.
Daily and Weekly lnspections and Monthly Reportso Several different people do daily inspection specific to their job function;r The daily inspection forms are clear, concise and legible;o The lnspector spot checked the daily inspection forms. Of the inspection forms reviewed by the
Inspector, no non-compliance issues were identified;o The weekly inspections are done by the RSO (or designee) and someone from operations;o The weekly inspection forms are clear, concise and legible;o The lnspector spot checked the weekly inspection forms. Of the inspection forms reviewed by the
Inspector, no non-compliance issues were identified; ando The Monthly reports adequately summarize the information from the daily and weekly inspections.

Item 2. Mill Tour: The Inspector walked through the restricted area on a general site tour. The tour
included the ore pad, the mill, the tailing cells, solvent the extraction building and the alternate feed circuit.
Observations: The DWMRC inspector also observed:o Yellowcake being packaged into 55-gallon drums;o Alternate feed being stockpiled on the ore pad;e OSL badges were appropriately being used by all observed employees at the Mill;o OSL badges are properly being stored; ande Mill personnel were wearing appropriate ppE.

Item 3. Vegetation Sampling: During the time of the inspection, the Mill was conducting its vegetation
sampling for the Fall sampling event.
Observations: The DWMRC inspector observed:
o Collect vegetation from 3 different areas on the Mill property;
o Collected more than 3,000 grams of ve'getation material from each area;o The sampled material was placed in large plastic bag; and
o Each bag was marked with location, date and time of sampling.

Recommendation for Next Inspection
o Before the next audit have a conference call between DWMRC and EFRI to discuss what level of
detail in the information should be annual ALARA report.
