Harold,
URS contacted me this afternoon to say they are having problems reviewing the Environmental Report (ER) for the Cell 4B proposal.
Apparently, the 4/30/08 DUSA submittal is missing several items on both the paper and PDF versions.
Bob Baird has identified what is missing in an email, which I have attached herewith. Can you please assemble this information and
resolve Bob's questions, so the review can move forward? Once we receive the information needed, we can get bacl< to preparing
the Round 1 Interrogatory for the ER. To help DRC meet the September 17 deadline for a Round 1 Interrogatory, I would hope you
could get us what we need early next week.
For Bob's Item 1, we are going to need a new PDF copy of the submittal that is text searchable. Steve Landau has had this
problem with other submittals, so I am sure he can guide you thru that.
For Bob's Item 4,1 expect that will involve a sizeable amount of existing DUSA reports / documents. To facilitate the distribution of
this material to the URS team, I would suggest that those materials also be provided in text searchable PDF format.
If a meeting is in order to discuss and clarify any of Bob's request, please call me on Monday, August 24 to arrange a conference
call.

Having reviewed DUSA's Cell 48 Environmental Report (Cell 4B ER), we have
identified several matters that require DUSA's immediate attention and
action in order for us to continue our detailed review and preparation of
first round interrogatories. These follow:
1. According lo provisions of UAC R313-12-111, the Cell 48 ER should be
a searchable electronic format. The pdf file provided on April 30, 2008 is
not searchable. Please request that a searchable file be provided.
2. Several internal references are ambiguous: The Table of Contents
identifies Appendices A, B, and C but no such title pages of other
designations are provided in the ER and at least one of the titles is not
consistent. Please request that these ambiguities be resolved and the
document revised accordingly and resubmitted.
3. No Reference section is provided in the ER but should be.
4. Numerous references are made to documents to which we do not have
ready access, several of which are incorporated by reference. Our review
must include consideration of information contained In these references
since they are offered as justification. Please request that searchable
electronic copies of these references be provided. They are:
