I am just getting around to finishing up my review of these plans. I am also checking with Michael Grange on the funding
side of things because I know they will require a bid package with all of the funding required sections, before the approval
letter can go out. That was not part of your submission to me, but MIchael will want to see that, I am pretty sure. As far as
specifications go, normally that would be part of the bid package, but you have included the necessary water line installation
details in the drawings.
a. Due to the emergency nature of the project WCWCD is working with DDW to have the bidding section
removed from the requirements. WCWCD has gone through their procurement process for an emergency
system and they are in the process of getting approval from DDW to not have a bid.
2. Is this new version of the project intended to tie all of the Cedar Point wells together and still have them conveyed
directly to the tank? Will that be how the pipeline gets used at first or will the wells continue to pump to the tank
through the existing distribution system?
a. The intent is to tie the existing wells into the distribution system; however, we have no intent of running the
wells on the new transmission line until treatment has been put into place. The plan is to feed Cedar Point
with 100% Apple Valley (27069) water. The existing wells will still be utilized during construction and will
continue to operate as is by tying directly into the distribution system. Once the transmission line is complete
we will tie in the existing wells with the intent to not utilize the wells until treatment is put into place. WCWCD
is currently looking into treatment options for the wells; however, this will likely come at a future date.
3. Will the main transmission line from Apple Valley (27069) tie directly to this line so it can also be conveyed to the 1
MG tank when it is completed?
a. The Apple Valley well transmission lines will connect into the transmission line we are installing from Apple
Valley to Cedar Point. The Apple Valley water will be stored in the 1 MG Cedar Point tank. As for going from
Cedar Point to Apple Valley we’ll put in valving so that in emergency situations the Cedar Point tank can feed
Apple Valley; however, we do not intend for that to be normal operations.
4. Because of the water quality issues with the Cedar Point wells, to be able to use them in the future, treatment will be
required for the high radionuclides, turbidity, and other contaminants. If the intent of this water line is to provide
some sort of blending, it has already been discussed that blending is not a treatment option for turbidity, iron, and
manganese. Is this line intended to allow for blending? If so, this might not be the correct approach, especially
since we had discussed that all the wells might need to be conveyed separately to their own treatment plant (in the
future) before being conveyed to the 1 MG tank. I am just trying to understand the concept of this.
a. Correct, we do not intend to blend the water at this time. WCWCD is looking into treatment for the Cedar
Point area. We would not utilize a blending situation until after the water has been treated and has suitable
chemistry for blending if any blending is needed at all.
4) The wash crossing detail on Sheet WTR2 needs to include the following. Items (C) and (D) appear to missing from the
detail
(i) When crossing water courses that are greater than 15 feet in width, the following shall be provided:
(A) Pipe with joints shall be of special construction, having restrained joints for joints within the
surface water course and flexible restrained joints at both edges of the water course.
(B) Isolating valves shall be provided on both sides of the water crossing at locations not subject to
high ground water or flooding, so that the section can be isolated for testing or repair.

(C) A means shall be provided, such as a sampling tap, not subject to flooding, to allow for
representative water quality testing on the upstream and downstream side of the crossing.
(D) A means shall be provided to pressure test the underground water crossing pipe.
a. In our previous discussion about the wash crossing we discussed how this is not really a water course. This is an
ephemeral wash that only receives water during large rain events. When discussing this for plan approval on the
previous set of plans we agreed that since it’s not a continually flowing wash items C and D would not be required.
One other thing you brought up is the ability to send water from Cedar Point back to Apple Valley proper. I know there have
been some concerns raised about that. Because of the water quality issues in Cedar Point and the potential accumulation
of contaminants in the 1 MG tank and pipelines uo to this time in Cedar Point, this tie back to Apple Valley proper should not
be made until there is an assurance that all of this build up in Cedar Point has been flushed/removed. I hope that makes
sense, because you don't want to bring that problem down to the Apple Valley area.
a. I also agree with this. Prior to sending water from Cedar Point to Apple Valley we would want to have assurances
that the build up in the tank would be flushed/removed.
