Coverage of This Section.
Discharges Covered Under This Section. The requirements listed under this Part shall apply to storm water discharges from the following activities:

Sector Specific Limitations on Coverage. There are no additional limitations on coverage other than those listed in Part I.C.
Sector Specific Prohibition of Non-Stormwater Discharges. There are no additional prohibited nonstormwater discharges beyond those in Part I.D of this permit.
Sector Specific Control Measures and Effluent Limits.
In addition to the control measures and effluent limits in Part III, the permittee shall implement the following to minimize pollutant discharges, as applicable:
Good Housekeeping. Good housekeeping measures, such as the following, shall be used to minimize potential sources of pollutants in stormwater at the facility:
Storage Areas for Raw, Semi-processed, or Finished Tannery By-Products. The permittee shall minimize contamination of stormwater from pallets and bales of raw, semi-processed, or finished
tannery by-products (i.e. splits, trimmings, shavings) through implementation of control measures, such as the following, where feasible:
Storing or protecting materials indoors with polyethylene wrapping, tarpaulins, roofed storage; and
Placing materials on an impermeable surface and enclosing them or putting berms, or other equivalent measures, around the area to prevent stormwater run-on and discharges.
Material Storage Areas. The permittee shall minimize discharges of pollutants in stormwater from material storage areas through implementation of control measures, such as the following,
where feasible:
Labeling storage containers of all materials (i.e. specific chemicals, hazardous materials, spent solvents, waste materials); and
Minimizing contact of materials with stormwater.
Buffing and Shaving Areas. The permittee shall minimize contamination of stormwater with leather dust from buffing and shaving areas through implementation of control measures, such
as the following, where feasible:
Implementing dust collection enclosures;
Implementing preventive inspection and maintenance programs; and
Other appropriate preventive measures.
Receiving, Unloading, and Storage Areas. The permittee shall minimize contamination of stormwater from all receiving, unloading, and storage areas exposed to stormwater through implementation
of control measures, such as the following, where feasible:
Covering all hides and chemical supplies;
Diverting drainage to the process sewer; and
Grade berming or curbing the area to prevent stormwater discharges.
Outdoor Storage of Contaminated Equipment. The permittee shall minimize contact of stormwater with contaminated equipment through implementation of control measures, such as the following,
where feasible:
Covering equipment;
Diverting drainage to the process sewer; and
Cleaning thoroughly prior to storage.
Waste Management. The permittee shall minimize contamination of stormwater from waste storage areas through implementation of control measures, such as the following, where feasible:
Covering dumpsters;
Moving waste management activities indoors;
Covering waste piles with temporary covering material such as tarpaulins or polyethylene; and
Minimizing stormwater discharges by enclosing the area or building berms around the area.
Sector Specific Inspection Requirements.
There are no additional inspection requirements beyond those in Part IV.A of this permit.
Sector Specific Plan Requirements.
Site Map. In addition to the requirements in Part VII.D.3, the site map shall also include the locationof the following, if applicable:
Processing and storage areas of the beamhouse, tanyard, and re-tan wet finishing and dry finishing operations.
Summary of Potential Pollutant Sources. In addition to the requirements in Part VII.D.4, the Plan summary of potential pollutant sources inventory shall also include the following, as
applicable:
Temporary or permanent storage of fresh and brine-cured hides;
Extraneous hide substances and hair; and
Leather dust, scraps, trimmings, and shavings.
Monitoring Requirements.
Analytical Benchmark Monitoring. There are no analytical benchmark monitoring parameters for Sector Z facilities in this permit.Any additional monitoring and reporting requirements shall
be based on the nature of activities at the facility and the facility stormwater discharges, in accordance with Part V.D.2.
Numeric Effluent Limitation Monitoring. There are no numeric effluent limitation parameters for Sector Z facilities in this permit.Any additional monitoring and reporting requirements
shall be based on the nature of activities at the facility and the facility stormwater discharges, in accordance with Part V.D.2.
