APPENDIX I.P - Storm Water Discharges Associated with Industrial Activity from Motor Freight Transportation Facilities, Passenger Transportation Facilities, Petroleum Bulk Oil Stations
and Terminals, Rail Transportation Facilities, and United States Postal Service Transportation Facilities
Coverage of This Section.
Discharges Covered Under This Section. The requirements listed under this Part shall apply to storm water discharges from the following activities:

Sector Specific Limitations on Coverage. There are no additional limitations on coverage other than those listed in Part I.C.
Sector Specific Prohibition of Non-Stormwater Discharges. In addition to those non-storm water discharges prohibited under Part I.D, this permit does not authorize the discharge of:
Vehicle, equipment, and surface wash water, including tank cleaning operations. Such discharges must be authorized under a separate UPDES permit, discharged to a sanitary sewer in accordance
with applicable industrial pretreatment requirements, or recycled on-site.
Sector Specific Control Measures and Effluent Limits.
In addition to the control measures and effluent limits in Part III, the permittee shall implement the following to minimize pollutant discharges, as applicable:
Good Housekeeping. Good housekeeping measures, such as the following, shall be used to minimize potential sources of pollutants in stormwater at the facility:
Vehicle and Equipment Storage Areas. The permittee shall minimize the potential for stormwater exposure to leaky or leak-prone vehicles and equipment awaiting maintenance through implementation
of control measures, such as the following, where feasible:
Use of drip pans under vehicles/equipment;
Storing vehicles and equipment indoors;
Installing berms or dikes;
Using of absorbents;
Roofing or covering storage areas; and
Cleaning pavement surfaces to remove oil and grease.
Fueling Areas. The permittee shall minimize contamination of stormwater from fueling areas through implementation of control measures, such as the following, where feasible:
Covering the fueling area;
Using spill and overflow protection and cleanup equipment;
Minimizing stormwater run-on and discharges to the fueling area;
Using dry cleanup methods; and
Treating or recycling collected stormwater.
Material Storage Areas. The permittee shall maintain in good condition all materials (i.e. used oil and oil filters, spent solvents, paint wastes, hydraulic fluids) so as to prevent
contamination of stormwater and clearly label them (i.e. “used oil,” “spent solvents,” etc.). The permittee shall minimize discharges of pollutants in stormwater from material storage
areas through implementation of control measures, such as the following, where feasible:
Storing the materials indoors;
Installing berms/dikes around the areas;
Minimizing discharges of stormwater to the areas;
Using dry cleanup methods; and
Treating or recycling collected stormwater.
Vehicle and Equipment Cleaning Areas. The permittee shall minimize contamination of stormwater from all areas used for vehicle and equipment cleaning through implementation of control
measures, such as the following, where feasible:
Performing all cleaning operations indoors;
Covering the cleaning operation, ensuring that all wash water drains to a proper collection system (i.e., not the stormwater drainage system);
Treating or recycling collected wash water; or
Other equivalent measures.
Vehicle and Equipment Maintenance Areas. The permittee shall minimize contamination of stormwater from all areas used for vehicle and equipment maintenance through implementation of
control measures, such as the following, where feasible:
Performing maintenance activities indoors;
Using drip pans;
Keeping an organized inventory of materials used in the shop;
Draining all parts of fluid prior to disposal;
Prohibiting wet clean up practices if these practices would result in the discharge of pollutants to stormwater drainage systems;

Using dry cleanup methods;
Treating or recycling collected stormwater; and
Minimizing run on and discharges of stormwater to maintenance areas.
Locomotive Sanding (Loading Sand for Traction) Areas. The permittee shall minimize discharges of pollutants in stormwater from locomotive sanding areas through implementation of control
measures, such as the following, where feasible:
Covering sanding areas;
Minimizing stormwater run on and discharges; or
Appropriate sediment removal practices to minimize the offsite transport of sanding material by stormwater.
Employee Training. Employee training shall include the following areas, at a minimum, as topics for applicable personnel:
Used oil and spent solvent management;
Fueling procedures;
General good housekeeping practices;
Proper painting procedures; and
Used battery management.
Sector Specific Inspection Requirements.
In addition to the inspection requirements in Part IV.A, the permittee shall also inspect the following areas, if they are located at the facility:
Storage areas for vehicles and equipment awaiting maintenance;
Fueling areas;
Indoor and outdoor vehicle and equipment maintenance areas;
Material storage areas;
Vehicle and equipment cleaning areas; and
Loading and unloading areas.
Sector Specific Plan Requirements.
Site Map. In addition to the requirements in Part VII.D.3, the site map shall also include the locationof the following, if applicable:
Storage areas for vehicle and equipment with actual or potential fluid leaks.
Summary of Potential Pollutant Sources. In addition to the requirements in Part VII.D.4, the Plan summary of potential pollutant sources shall also include the following, as applicable:
Onsite waste storage or disposal;
Dirt and gravel parking areas for vehicles awaiting maintenance;
Illicit plumbing connections between shop floor drains and the stormwater conveyance system(s);
Fueling areas;
Vehicle and equipment wash water requirements. If wash water is handled in a manner that does not involve separate UPDES permitting (i.e. hauled offsite), describe the disposal method
and include the frequency, volume, and destination of the disposal.
Good Housekeeping. In addition to the requirements in Part VII.D.5.a, the Plan good housekeeping measures shall include the following, where applicable:
Documenting the good housekeeping measures and controls implemented at the facility from Appendix I.P Part B.1.
Monitoring Requirements.
Analytical Benchmark Monitoring. There are no analytical benchmark monitoring parameters for Sector P facilities in this permit.Any additional monitoring and reporting requirements shall
be based on the nature of activities at the facility and the facility stormwater discharges, in accordance with Part V.D.2.
Numeric Effluent Limitation Monitoring. There are no numeric effluent limitation parameters for Sector P facilities in this permit.Any additional monitoring and reporting requirements
shall be based on the nature of activities at the facility and the facility stormwater discharges, in accordance with Part V.D.2.
