Part 63, Subpart YffYY Nucor Steel - Plymouth, Utah Division Dear Mr. Bird: Pursuant to the requirements of 40 C.F.R. 63.10685(c)(3), Nucor Steel - Plymouth, Utah, Division ("Nucor") is submitting this Semiannual Compliance Report for the control of contaminants from scrap. Identification of Affected Source: Nucor Steel, Utah PO Box 100 Plymouth, Utah 84330 This report covers the time period of July l, 2023 through December 3l , 2023 . Compliance with the Requirements for the Control of Chlorinated Plastics, Lead, and Free Organic Liquids. 40 CFR 63.10685(a). To minimize the amount of chlorinated plastics, lead, and free organic liquids charged to the furnace Nucor has prepared a Pollution Prevention Plan pursuant to 40 C.F.R. 63.10685(a)(1). The Pollution Prevention Plan was submitted to the Utah Division of Air Quality and copied to EPA Region VIII on June 25, 2008. The plan sets forth (1) specifications that scrap must be depleted to the extent practicable of un-drained used oil filters, chlorinated plastics, and free organic liquids at the time of charging to the furnace; (2) specifications for removal of lead-containing components to the extent practicable from scrapl and (3) procedures for determining if the Pollution Prevention Plan requirements are met, including visual inspections of scrap and scrap providers, and procedures for taking corrective actions with vendors whose shipment are not within specifications. See 40 CFR 63.1068s(aXl). Compliance with the Requirements for the Control of Mercury. 40 CFR 63.10685(b). Nucor purchases motor vehicle scrap through a broker, DJJ (a Nucor subsidiary), who obtains motor vehicle scrap only from scrap providers who participate in the EPA-approved National Vehicle Switch Recovery Program (NVMSRP) or another EPA-approved program for removal of mercury switches. Nucor's Pollution Prevention Plan demonstrates the manner in which it participates in the program. This includes DJJ's responsibility to conduct a semiannual review to ensure that each of its providers remains a NVMSM participant or a participant in another EPA approved program. The plan also sets forth remedial actions Nucor will take when it reasonably believes, either as a result of an inspection, site visit, or review of the ELVS database, that a scrap provider is not taking appropriate steps to minimize the presence of mercury switches. Nucor has received an assurance from DJJ that {uring the compliance period, all the motor vehicle scrap it obtained through DJJ was motor vehicle scrap ffom a provider that participates inthe NVMSRP or other EPA- approved program. During the compliance perii:d, there were no deviations from the requirement that all motor *hi.t" sciap received from DJJ was obtained filom other scrap providers that participate in the NVMSRP or other approved program. Nucor obtains scrap loads that do not contain mptor vehicle scrap.
