Permit condition for which deviation occurred: Condition II.B.3.i The emissions limit for SOz is 93.98 lbs/hr based on a 3-hour rolling average. The limit was exceeded for I hour at 98.8 lbs/hr. 3. Describe the deviation that occurred: Additions to the furnace contained unexpected levels of sulfur that caused a spike in SOz emissions (see attached graph.) The spike caused by the sulfur happened quickly leaving the operators with little time to react to the pollutant. The steel that was in the furnace at the time was scrapped due to the high sulfur levels causing inadequate chemistry. Automatic controls discontinued operations following the high SOz spike, preventing further exceedance. 4. Was the deviation due to an'oupset condition" as defined in Section II of the permit? IYes tr No X "upset condition" not defined in Section II. 5. Describe the probable cause of deviation: The probable cause was traced back to scrap from two railcars that came from Western Metals. Western Metals is a scrap steel processing company and a subsidiary of Nucor. 6. Describe any corrective actions or preventive measures taken: An investigation of raw materials that were used in the two EAFs during the time of the occurrence of higher SOz emissions was completed. It was immediately determined that the contaminate would be associated with scrap steel used at the time and was contained in two railcars. The origination of the scrap was identified and found to have been processed at a Western Metals company (a Nucor owned facility). Through discussions with scrapyard personnel, the origination of the scrap steel was identified to be from Vernal, Utah. Going forward, Western Metals will not be accepting scrap steel with sulfur contamination from this upstream scrap supplier.
