EnviroCare and Momentum came to site. First, abated delivery to storm drains with absorbents. Secondly, vacuumed out storm drains and jetted lines to vault. Observed contamination in vault had not been great enough to move downstream. Vault pumped and washed. Lastly, surface area was heavily cleaned to remove visible sheen. No petroleum product was allowed to enter the soil environment before the spill was abated. All contaminated materials and liquids were stowed in drums and delivered to appropriate facilities for treatment. Greater detail is included in the closure packet and EnviroCare report. Devin makes contact with Momentum to assist in storm drain cleaning. 903 Tegan and Avery get 116 and 202 ready for departure. 918 Devin informs site contact that crew is enroute and also informs weber dispatch of eta. 1000 Crew arrives on site. Spill is obvious and due to the wet parking lot, the diesel has been spread all over. Devin enters the Chevron to get work authorization signed. 1020 Work auth signed. Crew does initial walk around with Weber Morgan Health Dpt. It’s determined that no more than 10 gallons of diesel spilled. NW corner drain to oil separator impacted. NW on site storm drain not impacted. NW street side storm drain impacted. South drain clogged, standing diesel on puddle. The whole entrance and west area of parking lot is impacted. South outside pump is the source of the spill. Area will be blocked off and floor dry scrubbed in. momentum will spray off the parking lot and the south stall then work on cleaning out the storm drains. 1022 JSA signed. 1024 Crew to put floor dry around impacted drains to stop any more fuel from entering. Then start pushing floor dry on the concrete area of the fuel pad after throwing down pad in the curbed areas. 1105 Momentum on site and crew signs JSA. Momentum to start vac operations in NW corner. 1126 ECI crew finishes floor dry operations and all soiled materials including the pad are placed in 55 gal open top metal drum and labeled as NOS diesel impacted floor dry and pad. ECI crew will tear down the barricade area so that momentum can move to the entrance to the parking lot and prewash the area around the south pump. 1137 Momentum moves to the south pump. NW corner and lot in front of pumps cleaned. 1210 South pump area looking much better but will have to continue work due to the amount of diesel in the cracks. Momentum moves to the South drain to clear the standing water and clear the drain. This drain is clogged, and no diesel impacted the water way. 1255 Momentum has cleared the drain after clearing the puddle and removing the floor dry dam that was placed by ECI. 1301 Momentum now street side to clear the main storm drain that was impacted. After the cover was removed it was noted that the water line was 5 inches below the outlet side of the vault. Downstream box inspected to be sure. All diesel that entered storm drain was contained to the single vault. Momentum begins clearing the vault 1342 Streetside vault cleared. Momentum returns to the south pump to continue working Environmental Incident Report 3 the area of the spill. ECI crew to assist with squeegees to prevent diesel from entering drains again. 1420 Momentum has cleared the spill and on-site contact with foreman do a walk around to clear crew. ECI and Momentum were thanked for getting the job done and were cleared to leave site. 1426 All equipment and waste were accounted for. The crew finishes housekeeping and departs for the shop. 1510 Crew back at shop and vehicle and trailer reset. Waste placed on waste pad and labeled with SO 1530 Crew cleared and sent home. Incident Summary Enviro Care received initial telephone notification at approximately 08:50 hours on 08 December 2023, requesting services for a Diesel release to the ground in Pleasant View, Utah. An Enviro Care Crew was initiated, loaded needed supplies to minimize and abate the release, then the Enviro Care Crew was dispatched to the site location. The Enviro Care Crew held a tailgate safety meeting at the site and discussed operational standards and goals. The release occurred at 2686 N Hwy 89 Pleasant View, UT. Enviro Care response team began cleanup of diesel fuel on the parking lot, roadway, and storm drain. ECI response team began applying additional absorbent material to the southernmost pump and began cleaning up the impacted area. Momentum pressure washed the lot, roadway, and jetted out the storm drains . Once the assigned work areas were cleaned, ECI loaded up to demobilize back to ECI shop. END OF ON-SITE REMEDIATION ACTIVITIES Waste Disposal Information Enviro Care transported the waste to US ecology Idaho.
