Gurr, Environmental Engineer and ManagerEnergySolutions, LLC 299 South Main Street, Suite 1700 Salt Lake City, UT 84111 RE:Radioactive Material License UT2300249: Class A West Phase 6 Cover Construction Plan Drawings, Dated February 19, 2024 (CD-2024-033) DearMr. Gurr: This letter acknowledges receipt of the Class A West Final Cover - Phase 6 drawings, stamp dated February 19, 2024, (CD-2024-033, DRC-2024-004585) prepared by EnergySolutions. The submission of these phase-specific design drawings for review and approval by the Director is a requirement of the LLRW and 11e.(2) CQA/QC Manual, Revision: 28c, Specifications 18 and 23. This set of Phase 6 design drawings includes all eleven sheets listed in the index on Title Sheet, Drawing No. 24001-G01. Upon receipt of the drawings, the Division had several comments in which EnergySolutionsadequatelyresponded with a revised sheet set (DRC-2024-005268). The overall final cover design for the Class A West embankment was reviewed and approved by the Division of Waste Management and Radiation Control (formerly the Division of Radiation Control) as a part of the licensing action for Amendment 14 of Radioactive Materials License No. UT2300249 on November 26, 2012. The final cover has been identified by EnergySolutions as one of several principal design features for the embankment. The cover design encourages run-off of precipitation, limits dose rates, and endures natural forces over a determined design life. The cover design approved with Amendment 14 serves as a basis and template for subsequent phases of final cover design and construction. These Phase 6 drawings depict a continuation of the ongoing final cover construction over the Class A West embankment. Phase 6 is preceded by the construction of Phase 5 which was completed on January 11th, 2024. The project design lay-out and typical details of Phase 6 are consistent with the overall final cover design approved with Amendment 14 and are consistent with the design of the previous Phases. In addition, the limits of Phase 6 are consistent with the notification to the Director in November 2023 by the EnergySolutionsEngineering Manager (ES 2020, CD-2023-045, DRC-2023-001897) that the distortion criteria described in LLRW and 11e.(2) CQA/QC Manual, Revision: 28c, Specification 133 had been achieved based on settlement monitoring of the interim cover. Given this basis that, the engineering analysis indicates the distortion criteria of Specification 133 has been reached and that the design depicted in these Phase 6 drawings is consistent with the 2012 approved overall cover design, the Class A West Final Cover - Phase 6 design drawings stamp dated February 19, 2024are hereby, approved.
