RE:Response to Proposed Closure of Solid Waste Management Unit 19 Ammunition Equipment Directorate Demilitarization Test Facility, Tooele Army Depot North AreaEPA ID #UT3213820894
Dear Mr. Brown:
The Division of Waste Management and Radiation Control (DWMRC) has reviewed your Proposed Closure of Solid Waste Management Unit (SWMU) 19 Ammunition Equipment Directorate (AED) Demilitarization
Test Facility (Proposal) located at the Tooele Army Depot North Area (TEADN), dated April 9, 2024. In the Proposal, TEAD is proposing to “close SWMU 19 AED Test Facility”.
The Proposal states that SWMU 19 is listed in the TEAD Resource Conservation and Recovery Act (RCRA) Part-B Permit asbeing in an active area that is not in closure, and that it will
be addressed under the DWMRC/RCRA program. The Proposal requests that SWMU 19 be closed as a Defense Environmental Restoration Program site and removed from the Installation Action Plan,
and that it will be reopened in the future.
The Division understands and agrees that SWMU 19 is currently located within an active operation range, and as such corrective action activities including, but not limited to, determination
of nature and extent, site remediation, risk assessment, and site closure, will be deferred until such time that active operations are no longer occurring at the SWMU. The Division understands
that the closure of SWMU 19,as discussed in the Proposal, refers to closure out of the Defense Environmental Restoration Program and the Installation Action Plan and not site closure
as defined by RCRA. Site closure out of the RCRA program cannot occur until all corrective action objectives have been met. With this understanding, the Proposal is approved.
