Rockwell Solutions, Inc. has completed additional investigation activities at the above-referenced
facility in accordance with State of Utah Division of Environmental Response and Remediation
(DERR) guidelines.
INTRODUCTION
Rally Stop #1 (JR’s Truck Stop), is a full-service truck stop and fueling station located at 2635
Freeway Drive in Cedar City, Utah. Diesel product lines were discovered leaking into the sumps
below two dispensers at the above-referenced site in November, 2021. Fuel had leaked out of the
sumps into the soil. The lines were replaced to the two dispensers. Soil samples were collected during
line replacement on December 20, 2021, which confirmed diesel fuel had impacted the soil. The site
was assigned release id OCN.
An initial subsurface investigation was attempted, but, the direct push methodology was only able to
penetrate fifteen to twenty-eight feet deep. However, soil sample analytical results indicated
contaminated soil to at least twenty-eight feet in the immediate dispenser area. A work plan was
submitted to continue the subsurface investigation using ODEX drilling methodology to penetrate the
rocky soil and to install vapor wells for potential future remediation.
Three vapor wells were installed on May 31 – June 2, 2023. The drilling schedule did not allow a
fourth well to be installed. Soil analytical results from the three wells indicated at least one additional
boring would be required to delineate the contamination.
On September 13-15, 2023, two additional vapor wells were installed.

METHODOLOGY
Soil Sampling
The five borings for the vapor wells were installed using direct push methodology as deep as possible
and then switching to ODEX technology with split spoon sampling when direct push refusal was
encountered. Direct Push Services was employed as the drilling contractor under the supervision of a
Rockwell Solutions representative. The drill rig broke down at VW-5 at fifty-five feet below grade.
A portion of the soil sample core or split spoon was put in a zip-lock baggie to allow hydrocarbons to
volatilize. The air in the zip lock baggie was then screened with a photoionization detector (PID).
Laboratory samples were submitted to characterize the vertical extent of contamination. Laboratory
samples were submitted for laboratory analysis of benzene, toluene, ethylbenzene, xylenes,
naphthalene (BTEXN) using EPA Method 8260 and total petroleum hydrocarbons-diesel range
organics (TPH-DRO) using EPA Method 8015.
Two-inch vapor recovery wells were installed in all five borings. Each well was constructed with
0.010-inch screen from the bottom of the boring up to approximately five feet below grade (bg). The
wells contain a silica sand filter around the screen and a bentonite seal above the screen. A flush grade
well protector was installed at the surface. Monitoring well construction diagrams are attached.
RESULTS
Soil Type
Soil type was evaluated during the subsurface investigation by field analysis of soil samples. In
general, the upper thirteen to fourteen feet of native soil consists of sand, under which is a sandy gravel
sand layer to at least sixty-five feet. Boring logs are attached.
Soil Analytical Results
Table 1 lists the analytical results of all soil samples collected during the subsurface investigations.
TPH-DRO concentrations exceeded Tier 1 Screening Levels in all five wells. Contamination extends
in some wells to more than fifty feet deep. Figures 3 and 4 are cross sections showing the approximate
extent of subsurface soil contamination.
The horizontal extent of contamination has not been fully defined west. Figure 5 shows the
approximate horizontal extent of soil contamination.
CONCLUSIONS AND RECOMMENDATIONS
Soil contamination exceeding Tier 1 levels has been identified and partially defined in the area around
the known release at diesel dispenser #4.
Rockwell Solutions recommends the following:
Install additional vapor wells to fully delineate the extent of soil contamination
Prepare a Corrective Action Plan to remediate the soil contamination
