Box 144830 Salt Lake City, Utah 84114-4830 Subject: Wall Brothers Well #1 (WS001), PWS# 25189, DDW File #13317 - Request for Exception on Grout Sealing Requirements Dear Mr. Seeley: This exception request is prepared and submitted on behalf of Chris Wall, owner of Wall Brothers Well #1 (Well). The purpose of this letter is to request an exception to the grout seal rule requirements for the Well. The rule exception is requested under rule R309-600-6 (6)(i) and related rule R309-515-6 (5)(iii) for the certification process. This exception request is to allow a grout seal from 50 to 105 feet (total 55 feet) in lieu of 100 feet due to equipment issues during construction that did not allow the Driller to complete the seal. Background Information. Pertinent background information for the exception request is attached, as follows: 1. Loughlin Water Report – Well Sealing Observations 2. Driller’s Report (to date). 3. Grout Schematic (current) The Loughlin Report documents the grout sealing that has occurred to date on the Well. The Driller’s report provides the geologic log and as-built condition. On April 10th a video call with DDW was held to discuss the project background and grouting problems. This exception request has been prepared based on that call. Proposed Additional Work to Complete the Seal. The outer 12-inch casing cannot be removed because it is grouted in place. The Driller will complete grouting between the 8-inch casing and the 12-inch casing from 40 feet up to approximately 8 feet below ground surface to allow installation of a 5-foot pitless adapter. A ¼-inch thick steel plate will be welded between the 8-inch ad 12-inch casings at ground surface. We understand that DDW may assign additional Bac-T sampling requirements as part of the Operating Permit for the Well. Considerations Regarding the Current Seal. There are two hydrogeologic conditions to consider regarding the effectiveness of the existing seal. The Driller’s Log (attached) indicates that clay and “mostly clay” soils exist from a depth of 5 to 128 feet. The existing grout seal is at a depth of 50 to 105 feet and covers 50 feet of this clayey interval. Therefore, the existing seal is placed adjacent to 55 feet of low permeability clayey materials. The static water level in the Well is approximately 177 feet below ground surface. Therefore, the water table at the Well site is significantly below the clay and clayey soils from 5 to 128 feet that protect the aquifer. The grout seal is in the vadose zone (unsaturated zone) about 70 feet above Mr. Russell Seeley April 10, 2024 Page 2 the water table. Pumping the well will not result in the potential to increase seepage or migration through the annular grout seal because the grout seal is separated from the water table by dry unsaturated soils. Pitless unit must be NSF 61 certified,meet Water Systems Council Pitless Adapter Standard (PAS-97), and be installed in accordance with R309-515-6 (10). Notes: Prior to the completion of the well, the driller shall retract and remove the 12-inch casing completely out of the borehole for grout seal purposes.
