I wasn't sure if you're still the project manager for the tanks side of this. I'd been given the go ahead to start our VCP review of the RAP, and I noticed something I wanted to check in with you guys on. They're proposing taking groundwater confirmation samples for VOCs and petroleum directly from the excavation with a dipper, which I've heard is maybe something that is done in Colorado, I'm not sure if you guys do this here. But also in another part of the document they indicate they don't expect to encounter groundwater in the excavation. There's a few things I'm uneasy about in terms of groundwater confirmation samples from water with VOCs and petroleum exposed to the open air, as well as the issue with not expecting groundwater. It's also odd to me in that one of their original arguments for why it was the UST was that they believed they'd pulled turbid samples from GP that caused higher levels of petroleum to be detected, and I also don't see how you don't get a turbid sample in this case as well. They do propose groundwater monitoring from wells on the VCP end for some compounds we're concerned with, I'm wondering if we should ask them to do a round with petroleum once they're done digging if they don't encounter groundwater in excavations? Anyway, let me know your thoughts, Thanks, Leigh Liberty Coe <lcoe@utah.gov>Thu, Jul 10, 2025 at 12:12 PM To: Leigh Anderson <kanderson@utah.gov> Leigh, Quin is the new project manager on this site and I will forward this email onto him and Chris and let them take the lead. I've encountered groundwater samples collected from an excavation during tank removal but never as confirmation samples for a corrective action. Thanks! We sent a letter to the RP and consultant addressing comments and one of the conditions was that the proposed downgradient groundwater monitoring wells would need to also be sampled for petroleum constituents. Please see attached, it should have also been cc'ed to yourself. I was forwarded the letter, though I missed the part where you wanted the downgradient wells, I was expecting attached comments, sorry about this as well. It sounds like we're on the same page then, I'll draft my comments accordingly. If you would like you could also give them a look, they have been through Scott as well. I have made this discussion comment number 7. Quinn [Quoted text hidden] Leigh Anderson <kanderson@utah.gov>Tue, Aug 5, 2025 at 10:28 AM To: Quinn Walker <qwalker@utah.gov> Hey Quinn, we have a new revised RAP that I'm still working on with Blake Downey and I'm going to send it to you, but I'm ironing out stuff with him first. Just wanted to check, were you okay with the excavation sample so long as they did have a well they sampled too, or did you not want the excavation groundwater sample at all.
