Box 96 Bicknell, Utah 84715 noreen.johnson@yahoo.com Subject:Plan Approval, Bicknell Industrial Park - Phase 1; Bicknell Town, System #28001, File #25319 Dear Mayor Noreen Johnson:The Division of Drinking Water (the Division) received the plans and specifications for the proposed Bicknell Industrial Park - Phase 1 project from the County’s Engineering Consultant, Parker Vercimak with Jones & DeMille Engineering on September 19, 2025. Written review comments were provided to the consultant on September 23, 2025, and the requested hydraulic analysis information was provided on November 3, 2025. This project has met the conditions for receiving plan approval. Our understanding of the project is that Wayne County is developing an industrial park south of Bicknell Town along 350 East. Bicknell Town currently has a water line along 350 East, but the construction of the Industrial Park requires that pipeline to be replaced and extended with 8-inch diameter piping. Approximately 2,300 feet of new 8-inch diameter PVC piping will be installed, along with fire hydrants, isolation valving and 4 new services with water meters. This is Phase 1 of the project and will provide water to the first 4 lots. Phase 2 will install additional infrastructure to serve the remaining 11 lots for a total of 15 lots in the new industrial park. Bicknell Town’s engineer has provided a copy of the updated hydraulic analysis showing the industrial park will have adequate pressure and fire flow. We have completed our review of the plans and specifications, stamped and signed by Parker Cade Vercimak, P.E., dated September 18, 2025,and find they basically comply with the applicable portions of Utah’s Administrative Rules for Public Drinking Water Systems in R309. On this basis, the plans for the Bicknell Industrial Park Phase-1 Projectare hereby approved. This approval pertains to construction only. An Operating Permit must be obtained from the Director before the Bicknell Industrial Park water lines may be put in service. A checklist outlining the items required for operating permit issuance is enclosed for your information.Approvals or permits from the local authority or the county may be necessary before beginning construction of this project. As the project proceeds, notice of any changes in the approved design, as well as any change affecting the quantity or quality of the delivered water, must be submitted to the Division. We may also conduct interim and final inspections of this project. Please notify us when actual construction begins so that these inspections can be scheduled. This approval must be renewed if construction has not begun or if substantial equipment has not been ordered within one year of the date of this letter.
