HomeMy WebLinkAboutDDW-2025-010485 October 30, 2025 Sent via Email Only Mayor Dan Spencer Glendale Town Water System Box 220 Glendale, Utah 84729 clerk@glendaletownutah.gov Subject:Plan Approval, Well Drilling, Hops Well REPL-1 (WS006); Glendale Town Water System, System #13004, File #25451 Dear Mayor Spencer:The Division of Drinking Water (the Division) received the plans and specifications for the proposed Glendale Town Hops Well REPL-1 drilling project from Richard Emerson, Cascade Water Resources on September 30, 2025. Even though this is a replacement well for Hops Well (WS005), Hops Well is considered a “new” well, therefore a Preliminary Evaluation Report is required and was not received until October 16, 2025. We understand that this project consists of drilling a replacement well for Hops Well (WS005) for the Glendale Town Water System. It will be located within 150 feet of Hops Well. The well will be drilled to a depth of approximately 305 feet with a minimum 14 3/4-inch diameter borehole. An 8-inch diameter production casing will be installed inside the borehole. Casing will be placed from a minimum 18 inches above the ground surface to 305 feet with approximately 140 feet of 8-inch diameter steel casing and 150 feet of 0.100” wire wrapped stainless steel screen. In the annular space between the 8-inch casing and the borehole, from the ground surface to a depth of 110 feet, the well will be grouted with approved grout. Five feet of bentonite chips will be placed below that in the annular space. From the bottom of the drill hole (305 feet below ground surface) to about 115 feet, the annular space will be filled with an approved gravel pack.An alternative has also been specified, allowing the driller to place a 16-inch diameter steel surface conductor casing, if needed, to a depth of 115 feet. If that happens, then the borehole to a depth of 115 feet will need to be a minimum of 20 ¾ inches in diameter. Grout would then be placed between the larger borehole and the 16-inch casing. Also, a gravel pack would then come to the surface between the 8-inch and the 16-inch casings, with an annular seal ring at the surface between the two casings to seal off the gravel pack. The Hops Well REPL-1 is identified as WS006 in the Division’s database. We have received the following information for the Hops Well REPL-1: Plans and specifications for borehole and well drilling. Preliminary Evaluation Report. A copy of the Replacement Well Approval Letter from the Division of Water Rights for Water Right 81-1605. Start Card for Water Right 81-1605 We have completed our review of the plans and specifications, stamped and signed by Richard Emerson, P.G., and dated September 30, 2025, and found they basically comply with the applicable portions of Utah’s Administrative Rules for Public Drinking Water Systems. On this basis, the plans for drilling Hops Well REPL-1 are hereby approved. This approval pertains to well drilling, development, aquifer testing, and disinfection of Hops Well REPL-1 only. Please be aware that discharge permits may be required by Utah Division of Water Quality for discharges generated during well drilling and aquifer drawdown testing. The Utah Division of Water Rights (State Engineer’s Office) regulates the drilling of water wells. Before the drilling of a well commences, the well driller must receive a start card from the State Engineer’s Office. Please be aware that, for public drinking water supply wells, in addition to the Division of Drinking Water’s R309-515 rule, the Division of Water Rights’ rule R655-4 also applies and shall be followed. After drilling is completed, you are required to submit additional information outlined in R309-515-6(5)(b) and (c) for review andobtain an approval from the Director for equipping this well and constructing discharge piping and infrastructure necessary for introducing the well water into the distribution system. After obtaining the well equipping approval, you’ll then be required to obtain an Operating Permit before Hops Well REPL-1 may be put in service. A checklist outlining the well approval process, including the items required for well equipping and an Operating Permit, is enclosed for your information. Please label the well water sample collected for new source chemical analysis with your water system number UTAH13004 and WS006 (for both the facility ID and sample point ID) on all laboratory forms for each individual source. This will ensure proper identification and entry of the new source chemical analysis results in our database. Approvals or permits from the local authority or county may be necessary before beginning construction of this project. As the project proceeds, notice of any changes in the approved design, as well as any change affecting the quantity or quality of the delivered water, must be submitted to the Division. We may also conduct interim and final inspections of this project. Please notify us when actual construction begins so that these inspections can be scheduled. This approval must be renewed if construction has not begun or if substantial materials have not been ordered within one year of the date of this letter. Preliminary Evaluation Report Concurrence The Division has also reviewed the Preliminary Evaluation Report (PER) for this source submitted by your consultant on October 16, 2025. The Division concurs with this report. This report must be refined, and a complete Drinking Water Source Protection (DWSP) plan submitted within one year of the date of this letter.
