Dear Mr. Gurney and Mr. Beery:
WSP USA Environment & Infrastructure, Inc. (WSP) is pleased to present this Work Plan and Budget (WP&B) for preparation
of a Corrective Action Plan (CAP) for the Utah State Prison Uintah Generator, located at 14400 South Pony Express Road,
Draper, Utah (Site), facility ID No. 4002081. The DERR assigned the facility Release OFU. This WP&B was prepared in
response to request from the Division of Environmental Response and Remediation (DERR) in email communications on
February 2, 2024 and April 9, 2024.
The Site is the location of a former underground storage tank (UST) that was closed by removal in October 2022. Findings of
subsurface investigations conducted by WSP at the Site were summarized in a report submitted to the DERR (WSP, 2024)1.
Based on the findings, it was recommended that a CAP for limited source removal will be prepared for the Site.
A CAP meeting was held via video conferencing on January 30, 2024, with participants from the DERR, the Utah Division of
Fleet - State Fuel Network (SFN), which is the Responsible Party (RP) for the Site, the Division of Facilities and Construction
Management (DFCM), and WSP as the certified UST consultant for the RP. The CAP Meeting Summary Letter is attached as
Attachment A. A Public Notice for the proposed CAP was published on March 18, 2024 at the following locations:

The tasks for preparation of the CAP are described in the following paragraphs and include:
 Task 1 – Work plan and budget preparation
 Task 2 – Health and Safety, communication, and project management
 Task 3 – Developing the CAP document, construction design, bidding documents, and cost estimates.
Task 1 – Work Plan and Budget Preparation
Task 1 includes the preparation of this WP&B.
Task 2 – Health and Safety, and Project Administration
Task 2 includes updating of the Site-Specific Health and Safety Plan (HASP) for the field activities, preparation, and submittal
of the Petroleum Storage Tank (PST) Fund request for payment vouchers for cost reimbursements,
Task 2 also includes project management, communicating and coordinating with the client and DERR about the CAP
development and acceptance, and tracking the budget and invoicing in accordance with WSP’s Terms and Conditions.
Task 3 –CAP Preparation
Task 3 includes the preparation of the CAP documents including detailed site background, detailed evaluation of remedial
alternatives, preparation of excavation plan, sampling and analysis plan, and development and distribution of bid
documents for subcontractor. WSP anticipates that the following subcontracts will be required for the CAP implementation:
 Soil excavation, transportation, and disposal.
 Site survey for excavation area, excavation as built, and confirmation sample locations.
 Analytical laboratory.
Task 3 will also include development of detailed cost estimate for the CAP implementation.

The total estimated cost for this WP&B is $9,150. Estimated cost details are provided in Table 1. Labor rates are based on
the DERR Cost Guidelines for Utah Underground Storage Tank Sites, as updated January 2023. The work described above
will be performed on a time and materials basis, and no activities will be performed outside the proposed SOW and budget
without prior approval from the DERR. WSP will prepare and submit the CAP to the DERR within 20 business days of
receiving DERR and SFN approval for the WP&B.
