Subject: Review of Pretest Protocol dated April 3, 2024
On April 3, 2024, the DAQ received a protocol for emissions testing of the Ash Grove Cement Company
Coal Mill, Main Kiln, and Clinker Cooler Stacks located in Leamington, UT. Testing will be performed
June 10-14, 2024, (follow-up communications have determined it to be as stated in the protocol, not the
week of June 17, 2024, as stated in the cover letter) to determine compliance with Permit Conditions
II.B.4.a, f, g, i, l, m, n, o, and q, for the Main Kiln, II.B.5.a, for the Clinker Cooler, II.B.9.c, d, e, and f, for
the Coal Mill and 40 CFR 63, Subpart LLL for Main Kiln PCDD/DF emissions Raw Mill on and Raw
Mill off.
PROTOCOL CONDITIONS:
1. RM 1 used to determine sample velocity traverses: OK
2. RM 2 used to determine stack gas velocity and volumetric flow rate: OK
3. RM 3A used to determine dry molecular weight of the gas stream: OK
4. RM 4 used to determine moisture content: OK
5. RM 5 used to determine particulate emissions: OK
6. RM 6C used to determine SO2 emissions: OK
7. RM 7E/320/321 used to determine NOX concentrations of emissions: OK
8. RM 10/320/321 used to determine CO concentrations of emissions: OK
9. RM 23 to determine Dioxins/Furans emissions: OK
10. RM 25A used to determine total gaseous organic concentration: OK

DEVIATIONS: None noted
CONCLUSION: The protocol appears to be acceptable.
RECOMMENDATION: Send protocol review and test date confirmation notice.
