Dear Gary Calder: On April 8, 2024, the Division of Drinking Water (the Division) received your request and a completed Plan Review Checklist — Minimum Separation Standards for Water and Sewer Linesfor an exception to Rule R309-550-7(1), Separation of Water Mains and Transmission Lines from Sewers and Other Pollution Sources for multiple sewer laterals on 300 S, between 500 W and University Avenue. This rule states specifically that the horizontal distance between pressure water mains and sanitary sewer lines shall be at least ten feet and that where a main and a sewer line must cross, the water main shall be at least 18 inches above the sewer line. Background Information The minimum required separation distances cannot be satisfied due to the existing grades and depth of the sanitary sewer lines. The sewer lines will be new 4 to 6-inch PVC SDR-35 gravity laterals while the water line will be a new 12-inch ductile iron pipe. The sanitary sewer line will cross either above or within 18 inches below the water line. No groundwater has been observed or is expected in the trench. Exception Request Your basis for requesting an exception to R309-550-7(1) is that the minimum required separation clearances are difficult to meet on the sewer due to the existing depth of the sanitary sewer system in this area of the City. Also, the drinking water lines were installed at deeper depths to meet the required frost clearance. You propose to install pipe casing or concrete encasements around the sewer laterals approximately 10 feet on each side of the crossing. On this basis, an exception to R309-550-7(1), Separation of Water Mains and Transmission Lines from Sewers and Other Pollution Sources, is hereby granted for multiple sewer laterals on 300 S, between 500 W and University Avenue.This exception may be rescinded at any time if new evidence indicates that the conditions of this exception are no longer being met or a public health risk exists due to this exception. Please maintain a copy of this letter with your permanent records for future reference.
