Dear Teresa Gray:
On April 03, 2024, the Division of Drinking Water (the Division) received your request and a completed Plan Review Checklist — Minimum Separation Standards for Water and Sewer Lines
for an exception to Rule R309-550-7(1), Separation of Water Mains and Sewer Lateral from Sewers and Other Pollution Sources for UTAH18026 Distribution System (DS001). This rule states
specifically that the horizontal distance between pressure water mains and sanitary sewer lines shall be at least ten feet and that where a main and a sewer line must cross, the water
main shall be at least 18 inches above the sewer line.
Exception Request
SLC Public Utilities is replacing about 1,200 feet of the existing 8-inch diameter ductile iron pipe (DIP) along Virginia Street from Crestline Circle to 11th Ave. The proposed water
main will be a majority of 8-inch Class 52 CML DIP water main with push-on joints, and some 12-inch diameter DIP. The water main runs parallel to existing water mains and the proposed
water main is located within the existing 32-35 foot wide asphalt width. The proposed water main will also run parallel to existing 8-inch diameter sewer mains owned by SLC Public Utilities.
The new water main will be between 6 to 10 feet (horizontally) away from the sewer for the entire project. However, the locations shown below do not meet the 18-inch vertical separation
rule:
Virginia St – vitrified clay sewer pipe installed in 1992, and Cured-in-Place-Pipe (CIPP) lined in 2024. It was videoed in March 2024 and is in good condition. About 100 LF of the new
water line will be 12 inches below the existing sewer at a perpendicular pipe crossing.
Popperton Park Way - PVC sewer pipe installed in 1993. It was videoed in March 2022 and is in fair condition. At 11th Ave, about 85 LF of the new water line will be 18 inches below the
existing sewer at a perpendicular pipe crossing.
To meet the intent of the rule, you propose the following measures to provide equivalent protection for public health:
You plan to install the new water main in a new, separate trench, leaving undisturbed material horizontally between the two utilities. You plan to install the new water main with a minimum
horizontal separation of 6 feet (measured from outside of pipe to outside of pipe).
You plan to install “TR Flex” restrained joint pipe (or approved equal) at pipe & pipe connections, and mechanical joints with “Megalug” followers at pipe and fitting connections along
the length of the water line that will be installed below the existing sewer. This is intended to ensure restrained joints and prevent longitudinal separation at joints.
The existing sewer is in fair to good condition. Some of the existing sewer mains are Cured-in-Place-Pipe (CIPP).
The proposed sewer lateral will be centered across the water line to place joints as far as possible from the crossing.
Groundwater is not expected to be encountered as it is expected to be more than 6.5 feet deep.
On this basis, an exception to R309-550-7(1), Separation of Water Mains and Transmission Lines from Sewers and Other Pollution Sources, is hereby granted for Virginia Street Water Line
Installation.This exception may be rescinded at any time if new evidence indicates that the conditions of this exception are no longer being met or a public health risk exists due to
this exception.
