HomeMy WebLinkAboutDDW-2024-007220 April 18, 2024 Cory Hatch Manti City 50 South Main Suite #1 Manti, Utah 84642 Subject:Granted, Membrane Pilot Study Waiver Manti City, System #20005, File #13620 Dear Cory Hatch: On March 22, 2024, the Division of Drinking Water (the Division) received a request submitted by your consultant Benjamin Coray, P.E., of Sunrise Engineering for a pilot study waiver as allowed in Rule R309-530–8(5)(b). According to this rule, prior to design of a membrane filtration facility, a water supplier shall either complete a pilot test of a proposed membrane module orrequest and receive approval from the division to use comparable operational data from a full-scale membrane facility treating water of the same or similar quality for a proposed membrane module. Samples were submitted for one-quarter of the required data outlined in R309-530-4(3)(c)(ii) and complete new source chemistries as outlined in R309-530-4(3)(c)(i). The data was compared to Mount Pleasant, Monroe, and Garden City. Mount Pleasant completed a pilot study in 2021 using Toray membrane modules. Monroe and Garden City are operating membrane surface water treatment plants using Pall membrane modules. Based on the data presented in the memo demonstrating similar source water quality characteristics, the Division agrees that the operational data from the three water systems will be similar to Manti and can be used in the design and construction of a full-scale membrane treatment facility. On this basis, the Division concurs with your request, and a pilot study waiver is granted for using the Toray and Pall membrane modules with the following conditions: Manti will be required to submitthe remaining three-quarters of data required in R309-530-4(3)(c)(ii) at the combined spring group (SS290). It is preferred that if Sister Spring (WS004) and Big Spring (WS008) are turned out when a quarter's samples are collected, grab samples for the required water chemistries are also taken at the springs’ collection box. Before submitting plans and specifications, a Preliminary Design Report must be submitted to the Division for review, based on the comparable full-scale membrane operational data for Monroe, Garden City and/or Mount Pleasant. The Preliminary Design Report must meet the requirements in R309-530-8(7)(a)(i-xi). Please maintain a copy of this letter with your permanent records for future reference.
