Dear Wendle Roberts:The Division of Drinking Water (the Division) received a request for an Operating Permit for the Culinary Water Pipeline Project from your consultant, Lynn Wall with
Wall Engineering, on October 16, 2025. The Division issued Plan Approval for this project on January 29, 2025.
Our understanding of the project is that approximately 3,700 feet of new 8-inch diameter PVC
piping has been installed on the east side of the distribution system to provide “looped” lines in that area and enhance the available fire flow capacity. Eleven (11) new isolation gate
valves and four (4) new fire hydrants have also been installed on existing pipelines in the same area to help with operation and maintenance of the system.
We have received the following information for the Culinary Water Pipeline Project 2025:
Certification of Rule Conformance with plan approval conditions by a professional engineer. As-built or record drawings.
Satisfactory bacteriological results as evidence of proper disinfection and flushing.
We have determined that all conditions for operating permit issuance have been met. On this basis, an Operating Permit for the new Culinary Water Pipeline Projectis hereby issued as
constituted by this letter. You may now place those waterlinesin service in your water system.
Please maintain a copy of this letter with your permanent records for future reference.
