Dear Mr. Gibbs, Subject: RTCR Level 2 Assessment Deer Creek Wallsburg Bay UTAH26047
I would like to thank you for taking the time to meet with me on July 10th, 2025, for a Level 2
Assessment (L2) of your water system. Your willingness to accommodate this request is greatly appreciated. Observations:
This site visit was triggered by a Routine TC+ EC + EC Escherichia coli (E. coli) sample and 2
TC+ EC- repeat samples from distribution system. Samples were collected from sample site plan yard hydrants. 26092 had distribution TC+EC- sample at this same time. Triggered source sample from consecutive connection UTAH26092 was TC- EC-.
Deer Creek Wallsburg Bay is a Transient Non- community seasonal water system consisting of a
consecutive connection from 26092 Well source, pumping station booster pump, 2- 4000-gallon concrete storage tanks which gravity supply a campground site distribution system of 2 restroom shower facilities and several yard hydrants drinking fountain combo units.
Rainbow Bay well WS001 pumps through Deer Creek pump station vault and into its Gravity
storage tank, Deer Creek pumps out of this tank through a separate line pumping water to its gravity tanks, these two concrete vaults (pump station, storage tank) are approximately 5 feet apart. System operator indicated he had discovered a leak on the line from the well to Gravity tank.
Conclusions: The Leak on well line supplying storage tank Is likely what contaminated the distribution system of both campgrounds, gravity to Rainbow Bay and pumping to Deer Creek

Wallsburg Bay. The line would pressurize when well is pumping and depressurize when well is off, allowing contamination to enter the pipe. It’s important to note this area where these tanks, vaults, and well head, have a heavy
concentration of wild animal feces.
Recommendations 1. Check all 3 concrete tanks for compromised lids after dewatering or at start up next season.
2. Perform a system disinfection and flushing after Park is closed, prior to shut down.
3. Check Air Vac at start up to make sure its components haven’t been compromised. 4. Follow DDW seasonal Start up procedure for disinfection and flushing of system 5. Continue to Implement Cross Connection Control on your hose bibb connections.
