Dear Mr. Davis,
We are formally requesting the Division of Drinking Water grant Eagle Mountain an extension to exception to
rule R309-600-13(3): Sewers Within DWSP Zones and Management Areas; and R309-515-6(4)(a) Source
Protection: Sewer Lines because a sewer main exists in zone 2 of the proposed well 7.
The request is being made based on the following:
1. This is an unpressurized gravity-flow line.
2. This line is currently within zone 2 of Well 3 and has the following management strategies in place:
a. The line and manholes are video inspected every 6 years as part of the conditions of the
previous agreement
b. This stretch of sewer line was last inspected June 11, 2020 with no defects or area of concern
noted.
This management strategy will be applied to Well 7 or the well field Drinking Water Source Protection Pan as
described below.
If this well proves up, an updated source protection plan will be submitted for a well field which will include
Wells 3, 5, and 7. Source protection zones for Well 3 would no longer overlap the sewer due to interference
from the new well. The sewer line would instead be listed as a PCS for Well 7 and the same management
strategy would be employed for this well.
Considering the low pressure, usage, and inspection schedule, we do not feel this line poses a high enough risk
to the aquifer to warrant the expense of replacement. We believe current management strategies are sufficient to
protect this water supply and the addition of Well 7 will not add risk of contamination.
Drilling of Well 7 is ongoing. The witnessed sanitary seal was successfully installed, and the driller is currently
drilling a 24” borehole. Drilling conditions are very difficult, and an estimated completion date cannot be
estimated at this time. We therefore request an extension of the exception request so that the well can be
completed.
