HomeMy WebLinkAboutDRC-2009-006885 - 0901a06880153365,^c-^(^^~ooy^^ Department of Energy Office of Legacy Management DEC 1 0 2009 Mr. Dane Finerfrock, Director State ofUtah Department ofEnvironmental Quality Division of Radiation Control P.O.Box 144850 Salt Lake City, UT 84114-48500 Dear Mr. Finerfrock: Recently the U.S. Departmentof Energy Office of Legacy Management (DOE-LM) sent a copy of our Title II Transition Process to both your office and to Rio Algom Mining in anticipation of transfer ofthe Lisbon Valley site to DOE. In order to prepare all the players in this rather involved process, we would like to get all the parties together to discuss roles and responsibilities, the timeline, and any site-specific issues. For Lisbon Valley, many people are based far apart, and it may be easier to set up a conference call or for a few to meet in Moab and have the others call in. The people we would like to get together would be Rio Algom (RAM), the Stale ofUtah, DOE, S.M. Stoller (DOE contractor), Bureau of Land Management, U.S. Anny Corps of Engineers, and the county. Ifyou can think of others who may be involved, please let us know. We have several people working various transition tasks who would be involved, such as our realty services, hydrology, well sampling, data, mapping, and so on. Entities such as pipeline or power companies with easements across the site can be contacted later to discuss issues with our respective realty staffs. In previous face-to-face meetings we have had everyone introduce themselves, state what their role in the process would be, give a schedule of their activities, and let other groups know what input is necessary. When we all kjiow what is expected and when things will happen, the transfer process can be executed with minimal disruption. Sending out a common map, email addresses, points of contact, and other perlinent information has proven helpful during other transitions. It should be pointed out during this meeting that the State ofUtah is the regulator, and DOE does not have a role to play other than that we will eventually own the site, and, as such, need to have it in a condition ready for the U.S. Nuclear Regulatory Commission (NRC) to license us by accepting a Long-Term Surveillance Plan (LTSP). When the State terminates the RAM license, the NRC by accepting the LTSP, in effect issues a new license to the DOE-LM. As this needs to happen more or less simultaneously, all of our documentation is required to be in order in the LTSP to allow for a timely transition. 2597 B 3/4 Road.
