As you are aware I will be retiring from Rio Algom Mining at the end of June 2010. The past forty years
in the uranium business have been especially rewarding. I have enjoyed my interactions with you and
all of the Utah staff. I have never found anything but the most courteous and professionalism from
everyone I hove worked v*iith.
I would like to introduce William "Billy" Ray as my replacement as Site Manager for both the Ambrosia
Lake and Lisbon Valley sites. Billy has over 14 years as a Construction Materials Manager and Civil
Engineering Technician in the uranium recovery field. He has nine years experience on tailings
reclamation sites around ttie westem United States. For the past seven yecrs he has been involved in
direct supervisory/rrranagement.
For the past four years he has had direct management experience v/ith the Rio Algom New Mexico
and Utah tailings reclamation projects.
I have enclosed Billy's resume for your convenience. We have presently been undergoing a six month
fransriion phase. BiHy vflB offfcially take over the project on June 1.1 will be on site the remainder of that
monthi^to.insure a smooth transition.

EXPERIENCE SUMMARY
Mr. Ray has over 7 years experience as a supervisor/manager. Currently he is a Project
Manager for Rio Algom Mining LLC with oversight responsibilities for the reclamation activities at
the Ambrosia Lake site. He has over 9 years experience in the Uranium Mill Reclamation field
with project experience at various sites in New Mexico, Wyoming and Utah.
Mr. Ray also has over 14 years experience providing field and laboratory inspection and
construction materials testing (CMT) and contractor oversight for municipalities, utilities, and
commercial, industrial, public, and private facilities.
PROJECT EXPERIENCE
Construction Management
• Rio Algom Mining LLC (RAML). - Ambrosia Lake, New Mexico. Construction Manager
responsible for the contractor oversight during the on-going reclamation activities. Provided
input to the design team and reviewed construction documents and regulatory submittals.
Monitored the activities of the site contractors including project documentation, project
progress tracking, review and approval of contractor invoices and audited Quality Control
Activities. Responsible for ensuring the work performed by the contractor complies with the
project specifications and NRC license conditions. Supervising a crew of seven equipment
operators as part of the reclamation. Responsible for the implementation and,maintenance of
the BHP Billiton HSEC program at the site. (2005 to present)
• Rio Algom Mining LLC (RAML) - Lisbon, Utah. Construction Manager responsible for the
completion of site activities following the retirement of all local RAML employees. Worked
closely with the State of Utah Division of Radiation Control and Department of Energy
regulators during the final stages of site closure. Monitored the activities of the site contractor
including project documentation, project progress tracking and review and approval of
contractor invoices. Actively working with the design team to compile and review years worth
of documentation that will ultimately make up the Site Closure Report. Responsible for
ensuring the work performed by the contractor complies with the project specifications and
DRC license conditions. Responsible for the implementation and maintenance of the BHP
Billiton HSEC program at the site. (2006 to present)
Materials Testing /Construction Oversight
• Sp/;f Roc>c Uranium Mill Closure CMT and Contractor Oversight, Jeffrey City, Wyoming.
As Civil Engineering Technician, performed CMT and contractor oversight during closure of a
uranium mill site. Monitored construction of the clay cap radon barrier and associated
diversion channels and erosion controlling rip rap. Developed and maintained records used in
the final report submitted as part of the Nuclear Regulatory Commission (NRC)-approved
closure plan. (1995 & 1997)
• Gas W///S Uranium Mill Closure CMT and Contractor Oversight, Gas Hills, Wyoming. As
Civil Engineering Technician, performed CMT and contractor oversight during the initial
phases of a uranium mill site closure. Performed QC testing services during construction of a
plastic-lined tailings repository. Assisted in development of a QC plan approved by the NRC
for the closure work. Provided contractor oversight during demolition of existing mill
structures. Identified and assisted in segregation of uranium-impacted waste during
demolition. (1996)
Green Mountain Uranium Mine CMT and Contractor Oversight, Jeffrey City, Wyoming.
As Civil Engineering Technician, assisted in development of a QC plan for construction of a
lined pond used for water storage during underground mining of uranium of a newly opened
mine. Identified clay lining material and performed field QC tests during construction. (1998)
S*. Patrick Hospital Observation and CMT, Missoula, Montana. As Civil Engineering
Technician and Construction Materials Manager, supervised a team of technicians
responsible for performing observation and materials testing for soils, cast in-place concrete,
post-tensioning of concrete, reinforcing steel, concrete masonry units, visual inspection of
field-welded structural steel connections, and fireproofing at the new ambulatory services
building. (2001)
Libby Asbestos Project QC Monitoring and Testing, Libby, Montana. As Civil
Engineering Technician, provided QC monitoring and testing for placement of clean backfill
following removal of asbestos-containing material as part of the Superfund reclamation
activities. (2003)
US Highway 93 North Construction Materials and Geotechnical Testing, Montana. Civil
Engineering Technician responsible for developing a sample tracking system and supervising
testing procedures and operations for the four project segments. Provided construction
materials and geotechnical testing in support of the geotechnical study and aggregate
investigation. Performed moisture-density relationship tests, sieve analyses, Atterberg limits
and classification of soils and aggregate. (2002 to 2003)
US Highway 35 (Woods Bay to Bigfork) Construction Materials and Geotechnical
Testing, Montana. As Civil Engineering Technician, provided construction materials and
geotechnical testing in support of the geotechnical study and aggregate investigation.
Performed moisture-density relationship tests, sieve analyses, Atterberg limits and soils
classification. (2000 to 2004)
US Highway 83 (Clearwater Junction) Construction Materials and Geotechnical
Testing, Montana. As Civil Engineering Technician, provided construction materials and
geotechnical testing in support of the geotechnical study and aggregate investigation.
Performed moisture-density relationship tests, sieve analyses, Atterberg limits, and soils
classification. (2004)
Junction US Highway 85 East Construction Materials and Geotechnical Testing,
Montana. As Civil Engineering Technician, provided construction materials and geotechnical
testing in support of the geotechnical study and aggregate investigation. Performed moisture-
density relationship tests, sieve analyses, Atterberg limits, and soils classification. (2004)
Bitterroot River Bridge Construction Materials and Geotechnical Testing, Hamilton,
Montana. As Civil Engineering Technician, provided construction materials and geotechnical
testing in support of the geotechnical study and aggregate investigation. Perfonned moisture-
density relationship tests, sieve analyses, Atterberg limits, and soils classification. (2001 to
2003)
McDonald Dam Quality Monitoring and Testing, Montana. As Civil Engineering
Technician, provided QC monitoring and testing services for placement of 52,500 cubic yards
of earth fill for the Bureau of Reclamation during modification of McDonald Dam, located on
the Flathead Indian Reservation. Performed large diameter sand-cone testing, relative
density and moisture-density relationship tests, sieve analyses, Atterberg limits, and
classification of soils used for construction. (2000)
• Lowe's Home Improvement Center CMT, Montana As Civil Engineering Technician,
provided construction materials testing and field inspection services during construction of
Lowe's Home Improvement Centers in Kalispell and Missoula. Both facilities were located on
13-acre tracts and included 135,000-square foot stores with office, retail and storage space;
approximately 30,000-square foot garden centers; and paved approach drives, parking areas,
and truck lanes. Performed in-place field density testing and related earthwork laboratory
testing. Performed concrete QC tests including slump, total air content, temperature, and
compressive strength testing. Visually inspected field-welded structural steel connections and
reinforcing steel placements. (2003)
= Big Mountain Moming Eagle CMT, Whitefish, Montana. As Civil Engineering Technician,
supervised an engineering technician who provided CMT and field inspection during
construction of a five-story, steel- and wood-framed residential and commercial project at Big
Mountain Ski Area. Performed in-place field density testing and related earthwork laboratory
testing. Performed concrete QC tests, including slump, total air content, temperature, and
compressive strength testing. Observed and documented post-tensioning activities on
elevated concrete floor slabs. Performed inspections of the nailing patterns of the wood
framed shear walls. (2001)
« Dave Johnston Power Plant Contractor Oversight and CMT, Glenrock, Wyoming As
Civil Engineering Technician, performed contractor oversight and materials testing for
construction of drilled shaft concrete piers for a railroad unloading facility for imported coal.

• Wal-Mart Superstore Observation and CMT, Missoula, Montana. As Civil Engineering
Technician, performed observation and materials testing for soils, cast-in-place concrete,
concrete masonry units, reinforcing steel, and visual inspection of field-welded structural steel
connections at the new superstore. (2003)
