Chuck,
A copy of the Draft DRC "Notice of Enforcement Discretion" and "Confirmatory Action Letter" is attached for
your review. I included the 6 month schedule as you outiined in your e-maii below, however, I did try to specify
the deliverables and dates a bit more. Please review this and let me know if you concur or have suggested
changes etc. I am planning to mail this out by early next week.
If you have questions about the letter etc. please let me know.

Tom,
We anticipate six months will be required for an experience consultant to adequately review the available data,
evaluate the model and to provide an independent report that addresses the DRC's concern.
This assumes a qualified consultant is available at our schedule. The schedule provides one month to get the
consultant in place; two months for data retrieval, review, QA/QC for the data, and additional sampling.
Based on our group's experience with this type of an evaluation, it is anticipated that another three months
will be required to properly evaluate the model predictions as compared to actual observations and to prepare
a report of findings.
A progress report will be provided two months after the consultant begins work.
