Subject: Annual Inspection of The Cove at Silver Reef
Dear Gary:
I conducted the annual inspection of The Cove at Silver Reef (formerly known as the Silver Pointe
Voluntary Cleanup Program site) on September 23, 2025. Dave Bird from the Utah Division of
Environmental Response and Remediation accompanied me on the inspection. I have copied him on
this report.
A copy of the completed inspection form is included as Attachment A. Photographs taken during the
inspection are provided in Attachment B. My basic findings are summarized below:
• Soil Repository – One shrub with probable deep roots (species unknown) was growing on the
surface of the repository. This shrub was approximately 4 feet tall, with a 1-inch diameter stem
at its base. I cut this shrub at its base and sprayed with resulting stump with commercially-
available brush killers containing Triclopyr triethylene salt and Pelargonic acid. The remaining
shrubs and grasses on the site have shallow rooting depths of 3 to 4 inches maximum, as
evidenced by prior inspections, and are therefore not a concern.
• Large Headframe – The chain-link material comprising the fence around the large headframe
was in good condition. I also cut five small greasewood bushes that were growing inside the
large headframe fence. In each case, the growth originated from locations that I cut last year. I
sprayed the stumps with the same brush killers noted above within a few minutes of cutting to
discourage regrowth of the bushes.
• Small Headframe –I noted no issues of concern at the small headframe. The riprap to the
stream-side face of the adjacent road was in good condition and appeared to be adequately
protecting that area from erosion.
• General Site Conditions – The site appeared to be generally in good condition. Areas where the
Site Management Plan calls for 6 inches of soil cover to be maintained remain in good condition.
The sign on the adit grate in the northeast area of the property was missing. A new sign was
installed in its place on September 26, 2025.
