DearJoyce and William:The Division of Drinking Water (the Division) received the plans and specifications for the proposed South Rim Tank (ST002) project from your consultant, Robert
Rousselle, P.E., and Ensign Engineering on September 29, 2025. Written review comments were provided to your consultant on October 8, 2025. The Division received the response to comments
on October 10, 2025. This project has met the conditions for receiving a plan approval.
Our understanding of the project includes the following:
South Rim Water System is constructing a new 1.0 million gallon (MG) drinking water storage tank. This tank will be for future connections and includes a partially buried, reinforced,
concrete storage tank, valve vault, and tank outlet structure.
The proposed 1.0 MG tank will have an inside diameter of 85-feet with an overflow elevation of 5,488 feet above mean sea level. The finished floor elevation will be at an elevation of
5,463 feet above mean sea level. The tank overflow and drain are combined.
The tank will be bid to allow alternates for an AWWA D110 Type III Pretensioned Concrete Tank and an AWWA D115 Post Tensioned Concrete Tank.
The booster pump station with a pressure-reducing valve will pump water up to this tank will be submitted separately to the Division along with a hydraulic modeling report. The water
transmission and supply water line will be designed by Ensign Engineering under a separate submittal to the Division.
This project will add approximately 759 ERCs at full build-out.
The South Rim Tank is intended to provide fire flow storage of 180,000 gallons or 1,500 gpm for 2 hours.
The South Rim Tank is identified as ST002 in the Division’s database.
We have completed our review of the plans and specifications, stamped and signed byRobert Rousselle, P.E., dated September 26, 2025,and find they basically comply with the applicable
portions of Utah’s Administrative Rules for Public Drinking Water Systems in R309. On this basis, the plans for South Rim Tank (ST002)are hereby approved.
This approval pertains to construction only. An Operating Permit must be obtained from the Director before South Rim Tank (ST002) may be put in service. A checklist outlining the items
required for operating permit issuance is enclosed for your information.Approvals or permits from the local authority or the county may be necessary before beginning construction of
this project. As the project proceeds, notice of any changes in the approved design, as well as any change affecting the quantity or quality of the delivered water, must be submitted
to the Division. We may also conduct interim and final inspections of this project. Please notify us when actual construction begins so that these inspections can be scheduled.
This approval must be renewed if construction has not begun or if substantial equipment has not been ordered within one year of the date of this letter.

Items 1 through 8 below must be submitted to the Division and found to be acceptable prior to operating permit issuance (unless a water line project meets the requirements of R309-500-7
and is not required to obtain an Operating Permit).
Distribution lines (not including in-line booster pump stations) requiring Plan Approval may be placed into service prior to submitting all of the following items and receipt of Operating
