As Director of the Division of Waste Management and Radiation Control ("Obligee"), I hereby
expressly release, acquit and forever discharge Aspen American Insurance Company (the "Surety")
and the Surety's affiliates, successors and assigns of and from any and all claims, rights, liabilities,
obligations, demands and/or causes of action of any kind or nature whatsoever which I had, have or
may ever claim to have, whether past, present or future, against the Surety arising from, under
and/or by reason of Bond Number SU04036, issued by Aspen American Insurance Company, as
surety for decommissioning and decontamination of the White Mesa Mill, previously furnished to
me. I further acknowledge that such Bond is fully terminated and is null and void.
