Topham, P.E. March 20, 2015 Engineering Module 70, Annual Surety Review, Energy Fuels Resources (EFRI), White Mesa Mill, Blanding, Utah. On March 2, 2015 the Utah Division of Radiation Control (DRC) received the 2015 surety update for the White Mesa Mill. The DRC discussed the findings of its review of that surety submittal in a conference call with officials of the licensee on March 19, 2014. The licensee provided clarification of the points discussed. The proposed surety represents an increase of $387,365 from the approved 2014 surety value of $21,673,619. / recommend approving the 2014 surety in the amount of $22,060,984. Comments No new issues were introduced in the 2015 surety. The approach to the surety mirrors the approved 2014 surety, with no change in methods or breadth of coverage. The surety includes $24,540 to dispose 20,000 tons of ore the company will transport to the site during the year. The company does not anticipate processing the ore during 2015; therefore, the surety assumes disposing the entire stockpile of ore. The Miscellaneous Items table in the surety estimate included a line item for building a wheel wash facility. Those costs appear on the following line item as a deduction for work completed. The company chose to present the information in this manner for consistency with previous submittals that included the requirement to construct the wheel wash. The deduction for work accomplished is appropriate. Demolition and disposal of the facility was captured in the Mill Decommissioning Section under the heading Decontamination Pads (2) Demolition.
