Summary of Conference Call Re: 2014 Surety Estimate

During a conference call this morning regarding the 2014 surety submittal dated March 3, 2014, the DRC raised
five questions that EFRI consented to address within the next 30 days:
1. The surety calls for closure to a configure not anticipated in the currently approved Reclamation Plan, the
proposed closure techniques use accepted value engineering processes. Therefore, the DRC and EFRI agreed to
work toward an addendum to the Reclamation Plan to allow for the closure scenario included in the surety
estimate. EFRI will propose language, and the DRC and EFRI will discuss refinements a future conference call.
2. The vendor quote for reseeding bears a date of June 25, 2009. The DRC typically asks for update of vendor
quotations at a 5-year maximum interval. This one is close to 5 years old. EFRI agreed that the company could
benefit from updating the seed mix quote for its internal purposes as well.
3. Crane rental rates were escalated for inflation, but the escalation was not transparent. Some means of making
evident how such escalations are appl;ied would be helpful.
4. Cell 2 dewatering times have already exceeded the surety coverage time for Cells 1 and 3. The DRC
expressed concern that the surety may not reflect the data acquired in the DMT monitoring effort for Cell 2. EFRI
pointed out that it had performed a more aggressive dewatering effort regimen over the past three years, and
agreed to revisit the dewatering time estimates for Cells 1 and 3 based on the additional knowledge gained from
the Cell 2 experience.
5. The office facilities quotation appears not to have been escalated for inflation. EFRI will check and adjust as
appropriate.
Participants in the conference call included Harold Roberts and Ryan Ellis from EFRI and Phil Goble and Russ
Topham of the DRC.
