when such threats materialize.Plan Objectives:To present a logical course of action that the water system can implement during an emergency that impacts their culinary water supply.
The contingency plan includes:1.0Emergency Response2.0Rationing3.0Source Development PlansWater System Overview:Zion Red Rock Well #1 & #2 provide culinary water to the Zion Red Rock
Oasis, Lux and Villa Houses. Water from the well is contained in a 10,000 gallonstorage tank for distribution to the system. The well is 300 feet deep and has a maximum projected pumping
rate of 20gpm. The well is located in an unprotected aquifer.Potential Sources of Water Supply Contamination or Disruption include:Contamination of the wellStorage tank contaminationBreaks
in the distribution linesProlonged drought1.0EMERGENCY RESPONSEEmergency response planning identifies short-term solutions to problems that may occur due to accidents or natural disasters.
During an emergency or disaster, quality drinking water becomes one of the top priorities in emergency medical services, fire fighting, or sanitation. Emergency response includes (1)
classifying the emergency, (2) emergency coordination, and (3) implementation of emergency response.Classifying the EmergencyClassifying the degree of the emergency or disaster will
help in prioritizing activities and speeding response time to implement the response plan. In the case of Zion Red Rock Well #1, the classification of the emergency or disaster will
be the decision of Zion Red Rock Water System. Emergencies will be classified as follows:LEVEL I - NORMAL (ROUTINE): Water system maintenance personnel and available equipment can handle
system problems.LEVEL II - ALERT (MINOR EMERGENCY): Water system maintenance personnel and available equipment can handle system problems, however, additional personnel or local contractors
should be put on alert to be made available if additional work shifts are required.LEVEL III - MAJOR EMERGENCY: Problems with the system are somewhat beyond the capabilities of the water
system maintenance personnel and equipment, and requires that the users be notified that a situation requiring emergency procedures exists.LEVEL IV - DISASTER: Problems clearly and immediately
are beyond the capability of the water system maintenance personnel. Recovery time will exceed one week, costs will be great and large amounts of assistance personnel and equipment may
be required. The users are notified and emergency preparations are initiated.Emergency CoordinationOnce the emergency is classified, coordination procedures will be enacted depending
on the severity of the emergency. Coordination of emergency actions and required equipment will be accomplished through the water system maintenance personnel. Emergency coordination
is divided into two parts: Coordination of resources and coordination of public relations. A system maintenance person will be responsible for resource coordination while a designated
individual from Zion Red Rock Water System will be responsible for public relations, i.e. informing users of the situation and time-frame involved. People responsible for resource coordination
and the public relations coordinator will be separate such that operations can proceed simultaneously.Upon determination of the magnitude of the emergency, system maintenance personnel
will coordinate activities based on the following:The damage as it relates to the overall system designDrinking water and sanitation needs of the systemFire-fighting requirementsAmount
of drinkable water remaining in the system reservoirsEquipment and materials required to repair or replace the systemFinances available for system repair or emergency response.Coordination
of public relations includes:a.Issuing emergency information bulletins to the public. For the water system this will be in the form of personal phone calls and possible posting at conspicuous
subdivision entrances. b. Inform the users of any possible contamination and suggest that alternate sources such as adjacent wells or bottled water be used. c.Implementation of any drinking
water rationing.Implementation of Emergency Response1.Water system maintenance personnel evaluate the emergency and ensures that the users are aware, depending on the magnitude of the
emergency.Water system personnel maintain a roster of personnel or companies that can be used in case of an emergency. This roster includes personnel, material suppliers, and equipment

the water system showing the locations of critical facilities, i.e, pumps, valves, water tanks, etc.2.0RATIONINGThe purpose of this Section is to establish a course of action to be implemented
when water shortages occur. Drought, seasonal overuse, contamination, or accidents may cause shortages.1.Establish what “action level” caused by a shortage will initiate the rationing
plan, i.e., what is the critical point of water shortage that signals plan implementation.2.What resources are available to deal with shortages, i.e., alternate supplies, emergency water
equipment, technical assistance, and communications?3.Develop step-by-step procedure for implementing the conservation measures.4.How users will be informed of the status of the emergency
and implementation of the plan.Action LevelThe “action level” is the point that will initiate the rationing plan. For Zion Red Rock Well #1 and/or Well #2, the action level will occur
if the well becomes inoperable or cannot keep up with peak demands. Any major event that debilitates a large portion of the system will also initiate the rationing plan.Chain of CommandWater
system maintenance personnel will initiate the rationing plan.Designated Zion Red Rock Water System personnel will be responsible for notifying the public that the rationing plan has
been implemented.Available ResourcesTechnical assistance can be obtained from the Rural Water Association or local Public Health.Rationing Plan ProceduresStep-by-step procedures for
plan implementation are:1.Determination that the “action level” has been reached.2.Notification of users that water rationing is required.3.Notification will inform users that the following
conservation measures are required until further notice:Cease all outdoor wateringConserving water by minimizing dishwasher, washing machine, and shower/bathtub use. Use bottle water
for drinking where available.Monitoring and Public InformationWater system maintenance personnel will perform monitoring of rationing plan, particularly with regards to outdoor use.
The public relations coordinator will coordinate public information with regard to the rationing effort and length.SOURCE DEVELOPMENT PLANSZion Red Rock Water System provides culinary
water to Zion Red Rock Water System. The well within this system has a new source protection plan submitted for approval.
