COX Governor DEIDRE HENDERSON Lieutenant Governor Department of Environmental Quality Tim Davis Executive Director DIVISION OF DRINKING WATER Nathan Lunstad Director October 2, 2025 Richville Richard Wiscombie PO Box 622 Morgan, UT 84050 Dear Mr. Wiscombe, Subject: RTCR Level 2 Assessment Richville UTAH15012 I would like to thank you for meeting with me on July 16, 2025 for the Level 2 Assessment (L2) of your water system. Your willingness to accommodate this request is greatly appreciated. Observations: This L2 Assessment was triggered by TC+ EC- positive routine & repeat distribution system samples in October 2024 and May 2025. Richville is a small community water system located in Morgan County, Utah. The water system seems to be operated very well and the facilities are generally in good condition. During our inspection, it was noted that there had been a leak on the Otis Rose tank which had been repaired prior to our visit. There was also an event in October 2024 wherein the tank was nearly emptied. 195 North 1950 West • Salt Lake City, UT Mailing Address: P.O. The most likely cause of the positive Total Coliform samples is the previously repaired leak on the Otis Rose tank. The low pressure even in October of 2024 is possibly also a contributing factor. Recommendations: 1. Since the leak has already been repaired, we would recommend regular inspection of the tank and other facilities to more quickly identify any deficiencies before they cause contamination issues.
