The following bullet points detail each document as it relates to the CCC Program mentioned in the deficiency report. 1. Authority 1. The authority statement detailing backflow requirements is posted on our web site at winchesterhills.com, and is included in our annual letter mailed to shareholders along with the attached CCC flyer. 2. Public Awareness 1. All new water services receive a welcome letter which includes the Authority Statement, and reference to the CCC information on the web site. 2. All of the information mentioned above is mailed to shareholders in the annual letter and discussed in the annual shareholder meeting. 3. The attached Public Awareness Log details and tracks the history of ongoing Public Awareness. 3. Trained Staff 1. The attached Staff Training Log tracks the history of ongoing staff training. 4. Record Keeping 1. The attached Hazard Assessment Log tracks ongoing record keeping of hazard assessments and cross connection inspections made on a quarterly basis as meters are read by the board of directors. 5. Ongoing Enforcement 1. The attached Ongoing Enforcement Log tracks ongoing meter replacements and inspections of the backflow valves. All meters and backflow valves are also visually inspected quarterly during meter reading. 2. The notice to the property owners that any testable assemblies should be tested annually, is detailed in the policy which is sent to them in the annual letter along with other educational flyers, and posted on the web site. 3. Also attached for your reference is the most recent backflow test report for the church. All of these documents are filed electronically, and also kept in a binder at the office. They are updated regularly as changes are made or added to public awareness, staff training, hazard assessments, and ongoing enforcements. Also, to follow up, on 5/24/25 I texted you photos of our tank lids showing the caulking that you requested. The text showed that it was read, but you never responded. The Utah Division of Drinking Water's Improvement Priority System (IPS) Rule, R309-400, rates public drinking water systems. Points are assigned based on non compliance with the Drinking Water Rules. Points assessed during a sanitary survey will become part of the total IPS points if not corrected within the time frame specified in this report. Community systems that exceed 150 points will be rated as Not Approved if corrections are not made (Non- Community 120, Transient 100). The accompanying Deficiency Report shows the noted deficiencies (if any). Deficiencies associated with inactive facilities show up on the accompanying Deficiency Report to act as a tracking tool and reminder but are considered "pending" and will not count against the system's total IPS points once entered into our database. If the facility were to become active in the future, the pending deficiencies will also become active. Your IPS report is available at waterlink.utah.gov and should be updated within a few days. Attached are copies of the completed survey questions and resulting Deficiency Report, as well as the Capacity Calculations spreadsheet. Whenever a significant deficiency has been identified during a sanitary survey you must consult with the Division of Drinking Water regarding the appropriate corrective action within 30 days of being notified of that significant deficiency as specified in R309-215-16(3)(a)(vi). All significant deficiencies must be corrected within 120 days of the date of completion of the survey or the system must enter into a corrective action plan with the Division to address the significant deficiencies as specified in R309-215-16(3)(a)(v). Once the deficiency has been corrected (correction action) you must notify the Division and provide documentation of that correction within 30 days of the completing the correction. Failure to do so will result in a treatment technique violation as stated in R309-215-16(4)(a). We encourage you to take the necessary actions to correct the noted deficiencies. Once the deficiencies are corrected, please coordinate with our office at ddwips@utah.gov so that we can delete the appropriate IPS points assigned for that deficiency. I would like to express my appreciation to the board of trustees, and the water company manager for the hard work and time they spend for the residents of Winchester Hills. In accordance with the Winchester Hills Water Company bylaws, the annual shareholders meeting will be held March 20th, 2025 at 7:30 pm at the Winchester Hills Fire Station. This year Chad Shepard, Ferris Emery, and Milt Thompson have come to the end of their terms as board members. All three have chosen to run again. We welcome anyone who wishes to run for a seat on the board. Please contact Tony Montella, the chairman of the nominating committee, at (435) 680-0980 to be placed on the ballot. Along with other important information, this packet also includes a proxy statement and ballot showing the community members who are running for the board of directors. There is a place on the ballot for write-in candidates. You may sign a proxy statement and complete the ballot; in this case your vote will be counted as an absentee ballot. Prior to the shareholders meeting, you also have the option to sign a proxy statement and to assign your voting right to a fellow shareholder who will be attending the meeting and casting your vote on your behalf. Please take note of the enclosed document regarding the “Cross Connection Control Policy” to understand the guidelines and requirements of Backflow Prevention. All shareholders are required to have backflow prevention devices or assemblies on all outside irrigation systems, have them tested at least annually by a certified backflow prevention technician, and provide the water company with a copy of the test results. PART I: CROSS CONNECTION CONTROL AND BACKFLOW PREVENTION (1) It shall be against WHWC policy, at any connection supplied with water from the Winchester Hills water distribution system, to do any of the following: a. To install or use any dual source system, physical connection or arrangement of piping or fixtures, which may allow any fluid or substances unsuitable for human consumption to enter the potable water distribution system, as required by Section 608.1 through 608.5 of the International Plumbing Code. b. To install any connection, arrangement, or fixtures without a Backflow Prevention Device or Assembly unless approved otherwise by the WHWC Board of Directors. c. To incorrectly install any Backflow Prevention Device or Assembly required by Section 608.1 through 608.5 of the International Plumbing Code. (2) Any person found in violation of this policy shall be subject to reprimand or other appropriate disciplinary action as determined by the Board of Directors. (3) Administration of this policy shall be referenced by “Cross Connection Control Program of Utah, November 2004 (Guidelines-Reference)”. A copy of the manual shall be available at the WHWC office at 1090 West 5830 North, St. George, Utah. (4) Backflow prevention assemblies required by this policy will be required to be tested at least annually. The WHWC Water Manager shall prepare and maintain a Backflow Assembly Information sheet on all such devices and Test results shall be maintained for a period of no less than five (5) years. PART II: (1) This policy shall take effect on October 1, 2006. A copy of the policy shall be placed at the WHWC office at 1090 West 5830 North, St. George, Utah and will be reviewed for all new construction projects on a case by case basis. The Directors of the Winchester Hills Water Company would like to take this opportunity to acquaint you with the WHWC. Please become familiar with the enclosed information and information on the web site above regarding water usage, cross connection control and backflow prevention. Your water meter and meter valve is the property of the WHWC, turning the meter valve to shut it off or turn it on should only be done by the company. Please call to schedule with us if you need your water shut off or turned on. Company policy states that anyone who breaks a water company meter or meter valve by running over it, or trying to shut off the valve or turn it on, or causes damage to the meter or meter valve in any other manner, will be held responsible and assessed the cost of the repairs. As a Winchester Hills lot owner, you hold one share of stock in the Winchester Hills Water Company and are thereby a part owner. This share of stock entitles you to one vote at the annual meeting held each year on the 3rd Thursday of March. It also entitles you to use 1.12 acre-feet (365,000 gallons) of underground water right annually. That water right is owned by the WHWC, but the water, which is 800 feet underground, is owned by the State of Utah, and through the Division of Water Rights they regulate its use. 365,000 gallons of water annually is not a large amount of water. Therefore, use of water outside of the home will have to be limited. The Division of Water Rights maintains that 6 acre-feet of water is needed to irrigate one acre of land in our area, and we only have 1.12 acre-feet of water per lot for all our water needs. Enclosed is a rate schedule of fees charged to shareholders in the Winchester Hills Subdivision. Before becoming effective, all fees were approved by the shareholders at a previous annual meeting, and by the State of Utah Public Service Commission. These fees are not only needed for the purchase of power to pump water, but to pay for maintaining the wells, pumps, water system, and for office expenditure, water testing and other related costs of making water available for the shareholders. The WHWC Board of Directors has seven members who donate their time to carry out company policy and supervision. It also has a water manager to help conduct operations and administer day-to-day company business. The Board of Directors are governed by the Articles of Incorporation, the By-laws, the Public Service Commission, the Division of Water Rights, and other Federal and State Agencies; and cannot change approved rules or policy except by obtaining a vote of the shareholders and approval from the appropriate administrating government agency.
