Box 386 Kingston, Utah 84743 billrsuds@gmail.com Subject:Temporary Operating Permit, Kingston Canyon Spring Redevelopment (WS001); Kingston Town Water System, System #16004, File #20567 Dear Bill Sudweeks:The Division of Drinking Water (the Division) received your request for an Operating Permit for the Kingston Canyon Spring Redevelopment project from your consultant, Jason Brimhall with Sunrise Engineering, on September 5, 2025. The Division issued Plan Approval for this project on April 15, 2025. Department of Environmental Quality Central District Engineer, John Chartier, conducted an onsite final inspection of this project on September 9, 2025. Our understanding of the project is that the existing Kingston Canyon Spring Redevelopmentincluded replacing approximately 600 feet of spring collection piping, installing 1 new springcollection box, clearing the spring site of deep-rooted vegetation, repairing the spring enclosurefence, constructing a surface water diversion ditch on the upstream side of the spring collectionarea and replacing the existing meters in town with new auto-read meters. The Kingston Canyon Spring is identified as WS001 in the Division’s database. We have received the following information for the Kingston Canyon Spring Redevelopment Project: Design engineer’s statement of conformance with approval conditions. The estimated rate of flow for the redeveloped spring is approximately 25 gallons per minute (gpm). As-built or record drawings Satisfactory bacteriological results as evidence of proper disinfection and flushing Temporary Operating Permit for Kingston Canyon Spring (WS001) We have determined that all conditions for issuing a Temporary Operating Permit have been accomplished. On this basis, a TemporaryOperating Permit for Kingston Canyon Spring is hereby issued as constituted by this letter. You may now place Kingston Canyon Spring (WS001)in service in your water system. This Temporary Operating Permit expires on December 31, 2028.The current spring flow is 25 gallons per minute (gpm) based on the data you have gathered. Kingston Town is required to measure and record the spring flow data once a month, for each month the spring is reasonably accessible, for a minimum of three years. The Division will determine the yield of this spring when a minimum of three years of spring flow data becomes available. Typically, the spring yield will be the basis for determining the maximum number of connections or population that the Kingston Canyon Spring (WS001) can serve. Condition(s) of Obtaining Permanent Operating Permit & Spring Flow Data Requirement Kingston Town must submit a minimum of three years of monthly spring flow data with a permanent Operating Permit request to the Division and obtain a permanent Operating Permit for Kingston Canyon Spring (WS001) by December 31, 2028. The spring flow data submission requirement has been added to the Division’s database as a tracking tool and reminder. Please note that this water system will be assessed 200 deficiency points if you do not submit the spring flow data and obtain a permanent Operating Permit for the Kingston Canyon Spring by December 31, 2028. 1.Bacteriological Source Sampling a.   This system is required to take monthly Escherichia Coli (E. coli) sampling at Kingston Canyon Spring (WS001) (assessment monitoring) during the operating period when the spring is accessible and shall continue for a minimum of 6 months. This schedule will begin onOctober 2025. b.  This sample is in addition to the monthly distribution system sample (DS001). Please label the source sample as WS001 (for both the facility ID and sample point ID) on all laboratory forms. c.   Please contact Sitara Federico for any positive samples that may occur at the source at 385-515-1459 or sfederico@utah.gov. If any sample result comes back as E. coli positive, please contact the Division within 24 hours of being notified of the result. This monitoring is required to evaluate the quality of the water coming from the Kingston Canyon Spring (WS001) to better protect public health. Additional monitoring and/or disinfection requirements may be assigned depending on the results of the assessment monitoring.If this Temporary Operating Permit changes any of your monitoring requirements, the staff of the Water Quality Monitoring and Standards Section will follow up to provide an updated monitoring schedule to you.
