Re: Kilgore Companies, LLC – Modification to DAQC-752-25 – Temporary
Relocation/Operation – Additional Equipment – Tooele County
Your request dated September 17, 2025, to add a cone crusher, triple deck screen, and generator,
to the temporary project for Kilgore Companies, LLC - Grantsville Pit, located approximately 5
miles south of Grantsville, on the Mormon Trail Road, Tooele County, Utah, was received by the
Utah Division of Air Quality (DAQ) and has been reviewed.
The following equipment has now been approved for operation for this temporary project:
Metso HP300 cone crusher
Deister 7x20 triple deck screen
Astec GT screening plant with 129 kW engine
Two (2) Caterpillar XQ60 66 hp generators
Cat 725 kW generator
Caterpillar C27 1105 hp generator
JD 6090 225 hp generator
Four (4) fuel tanks
The State of Utah has permitted portable equipment for Kilgore Companies, LLC on the Approval
Order DAQE-AN129310019-18 dated April 12, 2018. The above referenced location is a
permitted aggregate facility with established equipment hours of operation and production limits.
All equipment operating at this site must be in accordance with the current Approval Order (AO)
for this site DAQE-AN0140830002-09 dated May 19, 2009. The production from the portable
screening plant when combined with the production from the permanent aggregate processing
equipment cannot exceed the 12-month rolling limit established by II.B.3.A of the permanent AO.
As per Condition II.B.3.D, crushing and screening operations shall be limited to 450 tons per
hour. The hours of generator operation from the relocated engines shall be held to 3,750 hours per
rolling 12-month period as per Condition II.B.3.B.

Approval is granted to relocate and operate this equipment at the new location for a period not to
exceed 180 operational days. As per Utah Administrative Code (UAC) R307-401-17, the
operation of equipment at this temporary site may be for up to 180 working days in any calendar
year not to exceed 365 consecutive days, starting from the initial relocation date. The operational
days per site cannot be extended beyond the stipulated 365 consecutive day period.
The owner/operator shall maintain records of the actual operation hours, days, and production
rate, of the above referenced equipment at this relocation site and have the ability to submit the
information to the DAQ upon the request of representatives of the Director. Please make certain
that the plant operator is aware of all the location specific requirements for this site and the
conditions of the aforementioned AO.
Federal New Source Performance Standards Subpart OOO requires that initial Method 9
observations be performed for all applicable portable crushers, screens, and attached conveyors.
Subpart OOO also mandates that all crushers constructed, modified, or reconstructed on or after
April 22, 2008, which are not enclosed, must install spray bars on the equipment and keep
maintenance records to ensure proper spray bar operations.
Utah Division of Water Quality Storm Water Permits and regulations may apply to this temporary
project. Please refer to Utah DEQ Water Quality’s current Storm Water Construction
requirements for additional information.
This approval for relocation in no way releases the owner or operator from any liability for
compliance with all other applicable federal, state, and local regulations including the UAC.

We are needing to make a modification to our TRP at our Grantsville Pit in Tooele County, Permit #C-752-25. This will
be in addition to the equipment already permitted in the original TRP, but we need to add the following equipment:

We don't currently have the majority of the equipment listed in their AO (DAQE-AN140830002-09) and we are in the
process of working with Trinity Consultants to get our AO updated with the current equipment on-site. The only
equipment on-site that's not listed either above or within the TRP is a wash plant with zero emissions.

Your request dated August 4, 2025, to add a screening plant to the temporary project for Kilgore
Companies, LLC - Grantsville Pit, located approximately 5 miles south of Grantsville, on the
Mormon Trail Road, Tooele County, Utah, was received by the Utah Division of Air Quality
(DAQ) and has been reviewed.
The following equipment has now been approved for operation for this temporary project:
Astec GT screening plant with 129 kW engine
Two (2) Caterpillar XQ60 66 hp generators
Caterpillar C27 1105 hp generator
JD 6090 225 hp generator
Four (4) fuel tanks

Good morning Susan,
In regards to generators, the generators included in the TRP application will be the only ones on site. So, to answer
your question, they will be replacing the 600 kW and 700 kW engines. For where the generators are being used:
1105 hp CAT C27 is going to be used to power the aggregate processing equipment
The first 66 hp CAT XQ60 is going to be used at the well
The second 66 hp CAT XQ60 Is going to be used for the scale
225 hp JD6090 is being used to power the freshwater pump
The fuel tanks are each piped into the generators so that we can fill them up less often.
We are preparing to submit an NOI so that we can modify the AO.

Hello Tyler,
I've received your relocation request for the generators and fuel tanks to TM Crushing's Grantsville facility.
I have a couple of questions regarding this request:
* Will the proposed generators replace the existing permitted 600 kW and 700 kW engines, or will they be additional
equipment?
* Chad would also like to know the reason for adding these generators and tanks. Additionally, will this equipment be
added to a modified Approval Order for the permanent facility?

I did notice our current AO (DAQE-AN0140830002-09) has a screening plant listed under equipment (II.A.7: One (1)
450 tph screen plant), however I would assume we need to include this screen in our TRP due to being driven by a
129 kW engine, which is not described in our AO.
