The Division of Waste Management and Radiation Control (Division) has received your request dated
August 4, 2025 for Request for Director Approval (RFA) in accordance with the LLRW and 11e.(2)
Construction Quality Assurance/Quality Control (CQA/QC) Manual (revision 28c) (CQA/QC Manual)
Specification 54 Director Approval and 48 Hour Notification for placement of next design layer over
finished Clay Liner.

A Division representative, Carlo Romano (writer), has conducted regular site visits to observe construction
earthwork operations, record overall progress, and review documentation. During these visits, specifications
were discussed with representatives of EnergySolutions to address requirements in the CQA/QC Manual that
are necessary for the RFA. As a result, physical documentation was provided to the Division during each site
visit and emailed intermittently between visits. This process ensured that all documentation was reviewed by
the Division in concurrence with construction.

Based on the site visits and the reviewed documentation, the construction and field testing of the Clay
Liner appear to be in accordance with the project specifications outlined in the CQA/QC Manual. The
constructed Clay Liner is hereby approved and EnergySolutions may continue placing material atop this
lift. All other specifications concerning construction and post-construction of the Clay Liner as presented in
the referenced plans and specifications remain applicable and are required to be followed.
