HomeMy WebLinkAboutDRC-2025-001898June XX, 2025 Vern Rogers, Director of Regulatory Affairs EnergySolutions, LLC 299 South Main Street, Suite 1700 Salt Lake City, UT 84111 RE:Radioactive Materials Licenses No. UT2300249; Inspection Module 13, Liquid Management Dear Mr. Rogers: OnFebruary25, 2025, representatives of the Division of Waste Management and Radiation Control (Division), opened Health Physics Inspection Module 13, Liquid Management. The inspection was a verification of compliance with Utah Radiation Control Rules and the conditions of your Radioactive Materials Licenses as they relate to radiological safety at the Clive Facility. The inspection consisted of reviewing EnergySolutions’operations associated with liquid waste and unanticipated liquid waste management. There are no apparent violations that the Director will be pursuing in association with this inspection. However, the Director has some concerns in how EnergySolutionsverifies unanticipated liquids within a shipment. On March 3, 2025, Division staff observedEnergySolutions’management of aleaking waste shipment from the generator; CH2M HILL B&W West Valley, LLC(Shipment 9088-30-0214). Subsequently, ComplianceAdvisory No. 2504003 (DRC-2025-001311) was issued by the Division Director (Director) on May 14, 2025. The Director received EnergySolutions’ response to Compliance AdvisoryNo. 2504003on June 2, 2025 (DRC-2025-001754) The rational for managing unanticipated liquids on the Class A West Disposal Cell is provided in the response to Compliance Advisory No. 2504003 by stating that, “Freeliquids may enter the embankment via precipitation, dust suppression water,compaction water…”. These examples of liquid additions to the Class A West Disposal Cell are planned or anticipated which differ from unanticipated liquids within a waste shipment. Additionally, TheClass A West Disposal Cell is a permeable surface making it difficult to accurately assess the amount of liquid that has left a waste container and that unanticipated liquids greater than 1% are properly being removed from the Cell. Please take the time to review internal procedures associated with unanticipated free liquids management and make edits as necessary to address the Director’s concerns.
