COX Governor DEIDRE HENDERSON Lieutenant Governor DAQC-868-25 Site ID 14245 (B1) Chris Rose Staker Parson Companies 89 West 13490 South, Suite 100 Draper, UT 84020 Dear Mr. Rose: Re: Staker Parson Companies – Temporary Relocation/Operation, Notice of Intent – Salt Lake County Your Notice of Intent dated September 2, 2025, to relocate portable aggregate equipment to the temporary project for Staker & Parson Companies’ Beef Hollow Pit, located at 2550 Porter Rockwell Boulevard, Herriman, Utah, was received by the Utah Division of Air Quality (DAQ) and has been reviewed. The following equipment has been approved for operation for this temporary project: Impact crusher and associated 577 hp generator The State of Utah has permitted portable equipment for Staker Parson Companies on the Approval Order (AO) DAQE-AN115180014-15, dated July 6, 2015. The above relocation address is a permitted aggregate facility with established emission and production limits. All equipment operating at this site must be in accordance with the current AO for this site DAQE-AN142450003-23 dated December 11, 2023. The total production of aggregate from all temporary projects when combined with the permanent equipment’s production cannot exceed the 12-month rolling limits as per Condition II.B.1.a of this AO. The operation of the temporary generator shall be in compliance with the engine operation limits of Condition II.B.4.b and the low sulfur fuel requirements of Conditions II.B.4.d through II.B.4.d.2. The visible opacity emissions shall be restricted to 20% as per Condition II.B.1.d.G of the above referenced portable AO. September 12, 2025 DAQC-868-25 Page 2 Approval is granted to relocate and operate this equipment at the new location for a period not to exceed 180 operational days. As per Utah Administrative Code (UAC) R307-401-17, the operation of equipment at this temporary site may be for up to 180 working days in any calendar year not to exceed 365 consecutive days, starting from the initial relocation date. The owner/operator shall maintain records of the actual operation hours, days, and production rate, of the above referenced equipment at this relocation site and have the ability to submit the information to the DAQ upon the request of representatives of the director. Please make certain that the plant operator is aware of all the location specific requirements for this site and the conditions of the aforementioned AO. Federal New Source Performance Standards Subpart OOO requires that initial Method 9 observations be performed for all applicable portable crushers, screens, and attached conveyors. Subpart OOO also mandates that all crushers constructed, modified, or reconstructed on or after April 22, 2008, which are not enclosed, must install spray bars on the equipment and keep maintenance records to ensure proper spray bar operations. Utah Division of Water Quality Storm Water Permits and regulations may apply to this temporary project. Please refer to Utah DEQ Water Quality’s current Storm Water Construction requirements for additional information. This approval for relocation in no way releases the owner or operator from any liability for compliance with all other applicable federal, state, and local regulations including the UAC.
